Expression of Interest for Monitoring and Supervision of Construction Works for Three (03) Mixed Vaccination Parks for the Benefit of the Integrated Livestock Value Chain Development Project in Burkina Faso. 1. The Government of Burkina Faso has obtained financing from the African Development Bank (AfDB)-hereinafter referred to as "the Bank"to finance the cost of the Integrated Livestock Value Chain Development Project in Burkina Faso (PDCVIE-BF), and intends to use a portion of the proceeds of the loan to finance the contract for the monitoring and supervision of the construction works for three (03) mixed vaccination parks. 2. The services envisaged under this contract include: - coordination of consultation meetings among the various stakeholders regarding the commencement of works, the execution of works, and the final acceptance of the contract; - verification of the qualifications and experience of the contractors personnel, as well as the organizational structure proposed for their intervention; - facilitation of the contractors mobilization and setup at the construction sites; - assistance with the site layout and setting out of the structures; - general and continuous monitoring and supervision to ensure the proper execution of the works; - environmental and social monitoring and supervision of the works; - monitoring of compliance with the allotted execution timeframe; - organization of pre-acceptance inspections and participation in the provisional and final acceptance procedures; - the drafting of periodic and detailed reports. 3. The Ministry of Agriculture, Water, Animal and Fisheries Resources (MAERAH) invites eligible Consultants to express their interest in providing the services described above. The Consultant must be a firm or consultancy demonstrating solid experience and references/assignments similar to the monitoring and supervision of construction works for vaccination pens and administrative buildings. It must hold the necessary accreditation to perform building engineering assignments. Interested consultants must provide information regarding their capacity and experience, demonstrating that they are qualified to perform the services (documentation, technical accreditation, references for similar services, experience in comparable assignments, etc.). Consultants may form associations to enhance their chances of qualification. 4. Expressions of interest files must include the following documents: - A letter of expression of interest addressed to the Director of Public Procurement at the Ministry of Agriculture, Water, Animal and Fisheries Resources (MAERAH); - A presentation of the firm (date of establishment, country of origin, physical address, organizational structure, etc.), accompanied by proof of its legal existence (copy of the commercial register and/or articles of association); - A table presenting references for similar assignments (supervision and quality control of construction or rehabilitation works for administrative buildings), highlighting, for each assignment, the following minimum information: (i) the objective and scope of the assignment; (ii) the name, address, and contact details of the Client commissioning the assignment; (iii) the country where the assignment was carried out; (iv) the year of completion, including the start and end dates of the assignment; (v) a brief description of the assignment and the activities performed; (vi) the contract value; (vii) a list of the key experts who carried out the assignment; as well as any other relevant information regarding the completed assignment; - Certificates of satisfactory performance or certificates attesting to the successful completion of services, accompanied by copies of the cover and signature pages of the contracts from the last five (05) years (2021, 2022, 2023, 2024, and 2025); - For consultants forming a consortium: a consortium agreement relevant to the scope of the assignment, duly executed and signed by each member of the consortium, designating the consortium leader authorized to act on behalf of and for the account of the consortium. 5. The eligibility criteria, the establishment of the shortlist, and the selection procedure shall be in accordance with the Procurement Framework for Bank Group-Funded Operations, October 2015 edition, available on the Banks website at: http://www.afdb.org. 6.
