CARE Overview CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012.Among CAREs key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates.CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees.Over the course of 7 years, it has supported over than half a million beneficiaries. In Lebanon, CAREs program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. Overview As part of CARE International in Lebanons commitment to strengthening compliance and accountability, this Terms of Reference outlines the framework for external audits of donorfunded grants. The objective is to ensure: - Full adherence to donor regulations and requirements (including DANIDA, Dutch Relief Alliance, the Ministry of Foreign Affairs of Luxembourg, and other institutional and private donors). - Compliance with Lebanese legal standards governing grant implementation. - Transparent and effective communication with donors regarding financial stewardship. - Delivery of clear, accurate, and internationally recognized audit reports that uphold the highest professional standards. This TOR serves as a cornerstone for reinforcing trust with donors, safeguarding organizational integrity, and ensuring that all grants are implemented responsibly and in line with global best practices. Objective The objective of this external audit is to provide independent assurance that CARE International in Lebanon and its partners implement donorfunded projects in full compliance with donor requirements, Lebanese legislation, and internationally recognized auditing standards. Specifically, the audit aims to: - Verify the accuracy and reliability of financial statements and records. - Assess the adequacy of internal controls and compliance mechanisms. - Produce clear, comprehensive audit reports for donors and stakeholders. - Provide actionable recommendations to strengthen financial management and compliance practices. - Advice on best practices in grant management and accountability. - Support the development of enhancement plans that reinforce transparency, efficiency, and organizational integrity. Required Qualifications The external auditor (firm or individual) must demonstrate the following qualifications and competencies: - Professional Certification: Licensed Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent recognized professional qualification. - Accreditation: Registration with a reputable national or international auditing body. - Experience: - Minimum of 57 years of proven experience in auditing international NGOs, humanitarian organizations, or donorfunded projects. - Familiarity with grants from institutional donors such as DANIDA, Dutch Relief Alliance, Ministry of Foreign Affairs of Luxembourg, and other private or institutional donors. Technical Expertise: - Strong knowledge of International Standards on Auditing (ISA) and International Financial Reporting Standards (IFRS). - Demonstrated ability to assess compliance with Lebanese laws and regulations. - Reporting Skills: Ability to produce clear, comprehensive, and professional audit reports tailored to donor requirements. - Advisory Capacity: Proven track record in providing recommendations, advising on best practices, and supporting organizations in developing enhancement plans for compliance and accountability. - Independence & Integrity: Commitment to impartiality, confidentiality, and ethical standards in line with international auditing practices. - Language Proficiency: Excellent command of English (written and spoken); Arabic proficiency is an asset Reporting The External Audit will be coordinating with Grants, Finance and Compliance Manager, in addition to collaborate with several CARE Members from CARE International in Lebanon and other offices from Jordan, Syria, Turkiye, and CARE Member Partners (France, Netherlands, Denmark, Luxembourg and Other Offices). Any proposals received after the stated date and time will not be accepted. All proposals must be signed by an official authorized representative of the submitting audit firm or individual auditor. If the organization submitting a proposal intends to outsource or subcontract any part of the services to meet the requirements of this RFP, this must be clearly stated in the proposal. Additionally, all costs must be fully inclusive of any outsourced or subcontracted work. Any proposal involving subcontracting must include the name(s) and description(s) of the subcontracted organization(s). All costs must be itemized and include a detailed explanation of fees and cost components. Contract terms and conditions will be negotiated upon selection of the successful bidder. All contractual terms will be subject to review by the CARE legal department and will include scope of work, budget, timeline, and any other relevant contractual provisions. Bidders are required to respond to every section, instruction, and requirement of this RFP without exception. Any verbal information obtained from, or statements made by representatives of CARE International in Lebanon shall not be considered binding or as amendments to this RFP. Only written clarifications or addenda issued by CARE International in Lebanon to all bidders shall be considered official.
