Tenders are invited for Consultant for Youth Product Development The consultant will work under the direct supervision and support of Al Majmoua in providing technical assistance to Al Majmoua in the following areas: Conduct an in-depth assessment of the youth needs, barriers and capacity to access finance including a market assessment of the youth market segment to inform the loan product design. The consultant will conduct an in-depth assessment of the Lebanese youth entrepreneurship landscape, to identify the needs, barriers and capacity of the youth to access finance in Lebanon. S/he should assess the specific needs, constraints (regulatory, financial, social and market-related) and risk profiles of youth-led projects (including early-stage start-ups projects). The assignment also includes a market assessment to understand the available offering of financial products to youth. Both components will inform the development of the youth loan product design. The assessment will include desk review, surveys, Focus Group Discussions (FGD) and interviews with youth, trainers, incubators, and coaches. The consultant shall propose a clearly defined methodological approach specifying indicative sample size(s) (approximately 200300 youth for surveys, complemented by 68 FGDs and 2025 key informant interviews), geographic coverage (including key regions where target youth populations are concentrated), target groups (youth aged 1835 at the ideation, start up, or early growth stages, disaggregated by gender and sector), and data collection methods (e.g. phone-based or in-person surveys, FGDs, interviews), as well as the balance between quantitative and qualitative methods and the level of analytical rigor to be applied. The assessment will examine youth preferences related to loan size, grace periods, repayment flexibility, pricing, guarantees, and complementary support, and will identify promising sectors for youth-led start-ups, including digital, green, and innovative services. The market assessment will be conducted in close collaboration and engagement of Al Majmoua, ILO and UNICEF partners. Rapid assessment of Al Majmouas institutional and operational capacity in relation to the proposed youth financial product The consultant will analyse the current business model of Al Majmoua in serving its existing clients, and if already serving youth, in their areas of operation, in order to identify gaps in financial service delivery where technical support can improve on their service delivery. The consultant will assess Al Majmouas relevant institutional and operational capacity to support the design, rollout, and sustainability of the proposed youth financial product. The assessment will identify key operational, system, and risk management considerations that may affect implementation, piloting, and scale up. Findings will inform product design and implementation arrangements to ensure alignment with Al Majmouas institutional framework and operational practices. Identify, adapt or develop a financial product matching the unmet market needs for financial products identified in the market assessment. The consultant will develop a detailed financial product prototype for youth-led projects (including early-stage enterprises) based on agreed criteria with Al Majmoua and the level of risks the Institution is ready to take, covering: Clear definition of eligible youth segments and start-up stages Loan purpose, size ranges, tenor, pricing, and grace periods adapted to start-up realities Flexible repayment structures linked to cash-flow cycles Alternative collateral, guarantees, or co-signature mechanisms Incentive and de-risking mechanisms (e.g., repayment incentives, partial subsidies, performance-based benefits, or blended finance elements) aimed at encouraging timely repayment and reducing perceived risk for both youth borrowers and the MFI The financial product (that can include a blended finance solution) will respond to the particular needs of youth and will take into consideration start-up phases, irregular cash flows, and limited collateral. The consultant will propose clear eligibility and triggering criteria for incentives, including safeguards to avoid market distortion and will ensure alignment with Al Majmouas lending methodology, Management Information System (MIS), and risk management framework. As part of this deliverable, the consultant will design and develop a marketing strategy to recruit and retain customers from the target communities. The consultant will also design a structured referral and graduation mechanism from entrepreneurship training/incubation programs implemented by UNICEF and ILO partners to Al Majmoua finance component. It will help define readiness criteria for youth to access finance and propose coordination arrangements between the MFI and youth ecosystem partners. Develop an inclusive outreach strategy report The report will include an operational plan for developing, rolling out and performance managing of the new product(s) including clients reached, volume of transactions, the linkages between UNICEF and ILO partners and Al Majmoua to refer potential clients, etc. The outreach strategy report should include how to monitor and evaluate progress together with documenting of the lessons learnt from the assignment Learning report generating knowledge on the financial inclusion programme implemented in Lebanon The consultant will develop a report determining the process undertaken for the development and delivery of the financial product and will also include success stories and case stories. This would further be published. As a result, the total level of efforts for this consultancy would be around35 working days spread over a period of 3 months from contract signature.
