Request for proposals for provision of Baseline & End line Data collection services. Offerors are to submit TWO separate sealed envelopes: I. Volume I: Technical Proposal Must be clearly labeled as: VOLUME I: TECHNICAL PROPOSAL and RFP- WBP-26-060 II. Volume II Cost / Price Proposal Must be clearly labeled as: VOLUME II: COST/PRICE PROPOSAL and RFP- WBP-26-060 Offer Deadline and Protocol: Offers must be received no later than: 02:00 p.m. local Palestine time on May 13, 2026 by in separate sealed envelopes to 6 Khalil Budeiri Street, Masyoun - Ramallah, Palestine. Please reference RFP- WBP-26-060 in any response to this RFP. Offers received after the specified time and date will be considered late and will be considered only at the discretion of Anera. 1.3 Questions: Questions regarding the technical or administrative requirements of this RFP may be submitted no later than: 02:00 p.m. local Palestine time on May 5, 2026 by email to [email protected] Questions must be submitted in writing only, phone calls will not be accepted. Written responses from Anera will be shared with all offerors who expressed interest. Only written responses from Anera are considered official. 1.4 Scope of Work: See Annex 1 for full contains the Scope of Work for and technical requirements. 1.5 Quotations: Cost/Price Quotations submitted in response to this RFP must be signed and stamped and provided either on the offerors official letterhead or using Annex 2; also must be: Priced on a fixed-price, all-inclusive basis. Prices must be presented in USD Offers must remain valid for 180 calendar days after the offer deadline In addition, offerors responding to this RFP are requested to submit the following: Organizations responding to this RFP are requested to submit a copy of their official registration or business license, Official bank information and valid tax deduction at source. Company profile or 2-3 pages introduction to company areas of expertise and practice, and description of the team and main clients A minimum of three (3) to (5) references (with name and contact information) indicating the relevant services carried out in the last three (3) years that best illustrate organization qualifications and past performance. References from DONOR or similar donor-funded projects are preferred. Independent verification of the references may be carried out (see Annex 3). ANERA reserves the right to obtain past performance information from sources other than those identified by the offeror; The CVs of all personnel with their academic background and relevant professional experience. The team leader CV should clearly reflect experience in data collection methodologies, data analysis, and reporting, preferably aligned with food security assessments and/or CARI methodology.
