Expression of Interest for Technical Assistance for the Development of a Public Service Digital Reskilling Policy and a Comprehensive Change Management Framework. Specific Objectives: 1. To conduct a comprehensive stakeholder analysis and training needs assessment to identify role-specific digital skill gaps across the public service. 2. To draft a robust, implementable Public Service Digital Reskilling Policy that mandates training and establishes a continuous learning culture. 3. To develop a detailed, multi-year Action Plan for executing the Reskilling Policy, complete with governance, resources, and M&E mechanisms. 4. To build sustainable internal change management capacity within the Change Management Unit and across agencies using a "Train-the-Trainer" model. 5. To equip the Change Management Unit and selected trainers with the knowledge and skills to pursue formal change management certification. 6. To develop a comprehensive, customizable Change Management Training Toolkit for ongoing use by a cadre of at least 25 Government trainers. 7. To create practical strategic plans for change management implementation and technology adoption, including considerations for emerging technologies like AI. 8. To establish and train a network of 160 Change Agents and Champions to drive change at the agency level. 9. To institute robust Monitoring & Evaluation Frameworks for both the reskilling and change management initiatives. Conduct desk review and stakeholder consultations to map the digital skills landscape. Perform a detailed Training Needs Assessment (TNA) and define role-based competency profiles. Draft a comprehensive Digital Reskilling Policy document. Develop a detailed, costed 35-year Implementation Action Plan. Facilitate validation workshops and finalize policy documents. Conduct a change readiness assessment across priority agencies. Design and deliver a "Train-the-Trainer" program for the CMU, training officers, project managers and other selected public officers. Provide specialized coaching and preparation for participants aiming for a recognized change management certification Develop a full suite of change management training materials and digital content for the Government of Belize, suitable for a Government Learning Management System (LMS) for self-paced learning Develop a Change Management Implementation Plan and a forward-looking Technology Adoption Plan. Establish, define roles for, and train a network of Change Agents and Champions, with support from the new trainers, where feasible. Develop an M&E framework for change management activities including Develop a comprehensive M&E Framework with key performance indicators (KPIs), data collection methods, and reporting templates to measure the effectiveness and business impact of the change management program. This will include the theory of change, key performance indicators, data collection tools and methods, reporting framework, baseline data collection plan and guidance notes, amongst others.
