Tenders are invited for Lebanon Green and Resilient SMEs (LGRS) - Consulting Services for Business Advisory (BAS) The LGRS Program aims to strengthen the resilience and sustainability of Lebanese SMEs through two main components: EU Green Grants Component: Provides grants for green energy and energy efficiency investments, including solar panels, energy-efficient equipment, and climate-resilient solutions. BMZ Loan Subsidies Component: Provides subsidized loans to enhance business activities, growth, and resilience, with amortization subsidies for micro-loans and interest rate subsidies for larger loans. Business advisory services (BAS) are a critical element of the programs technical assistance framework, designed to maximize the impact of financial support by building the capacity of SMEs to effectively manage their businesses, optimize operations, and sustain growth beyond the program period. The BAS under this assignment shall be provided exclusively to SMEs in Lebanon that receive financial support under one of the above components. The overall objective of this assignment is to provide high-quality, customized, one-on-one BAS to SMEs benefiting from grants or subsidized loans under the LGRS Program, enabling them to improve business performance, adopt best practices, and achieve sustainable growth. BAS will be delivered as one-on-one advisory services to eligible SMEs, located all over Lebanon. The BAS targets 1,869 SMEs with up to 3318 Advisory Interventions. How to apply This is a single-stage bidding process (including post-qualification) with a one-envelope submission procedure for consulting services. The tender is guided by the latest version of the KfW Procurement Guidelines (January 2019, 3rd update July 2024), see KfW Procurement Guideline. This tender is open to all eligible firms. However, the assignment requires strong operational presence in Lebanon and the ability to deliver services physically across all regions. Participation is open to locally registered firms, international firms with established presence in Lebanon, or associations thereof (including with local partners), jointly meeting the requirements of the Tender Package.
