Expression of Interest for Project for Strengthening Drinking Water Supply, Sanitation, and Improving Resilience in Zinder, Mirriah and Surrounding Villages (Prepaarzmve). The Government of the Republic of Niger has received financing from the African Development Bank Group (AfDB) to cover the cost of the Project for Strengthening Drinking Water Supply, Sanitation, and Improving Resilience in Zinder, Mirriah, and surrounding villages (PREPAARZMVE). SPEN, as the contracting authority for the urban water component, intends to use part of this financing to make payments under the following contract: Recruitment of a Consultant (Firm) for the control and supervision of works for the construction, equipment, and hydraulic and electrical connection of thirty (30) boreholes and thirty (30) piezometers; the supply and installation of approximately 65 km of ductile iron transmission pipelines with diameters ranging from DN 100 to DN 700 between the thirty (30) new boreholes and the extended Ganaram pumping station; and the construction of related structures (Lot 1). The services under this contract are described as follows: Mission 1: Assistance in the tendering process, bid evaluation, and contract finalization; Mission 2: Review/approval of detailed designs, supervision and control of works, and assistance with commissioning operations and provisional acceptance of the works. Estimated duration of the assignment: 31 months Expected start date: 01/09/2026 SPEN invites consulting firms to express their interest in providing the above-described services. Interested consulting firms must provide information demonstrating their capacity and experience to perform the services. The evaluation of expressions of interest and the preparation of the shortlist will be based on references for similar assignments. For each reference, the following must be provided: (i) title of the assignment, (ii) name, address, and contact details of the client, (iii) year of execution, including start and end dates, (iv) contract amount, (v) list of key experts involved. References must be supported by certificates of satisfactory completion or documents confirming proper execution (signed by the contracting authority) and/or contract cover and signature pages. Key personnel will not be evaluated at the shortlisting stage. Consulting firms may form associations to enhance their chances of qualification. 3. Interested consulting firms must demonstrate that they are qualified and experienced in carrying out the required services. They must show recent and relevant experience in urban water supply projects, including: Borehole engineering Hydraulic engineering Civil engineering Electromechanical engineering The information to be provided includes: General presentation of the firm, including brochures indicating date of establishment, areas of expertise, years of experience, and activities related to urban water supply; Any permanent presence in West Africa, with a brief description of available resources; A summary list of similar assignments carried out over the past ten (10) years related to assistance to project management in drinking water supply; References will be evaluated on a pass/fail basis, and one reference may satisfy multiple criteria. Descriptive sheets for each reference, including: project scope, services provided, year of completion, contract amount, and project cost, along with completion certificates and contract signature pages. References must have been completed within the last ten (10) years and will be classified as follows: i) Niger ii) Other West African countries iii) Other African countries These references must clearly demonstrate the nature and scale of services performed. Technical, financial, and managerial organization of the firm; List of permanent key personnel currently working in fields related to the assignment. 4. The similarity of references will be assessed based on: Contract size (value); Nature of services (bid evaluation assistance and works supervision/control); Technical domain (urban drinking water supply); Scope of investments (borehole construction, equipment installation, electrical and hydraulic connections, remote management systems, and installation of ductile iron pipelines with a nominal diameter of at least 500 mm); Geographic context (Niger and/or West Africa, with French as the working language). 5.
