Serving The 75 Walloon Deputies, He Organizes Or Ensures: - The Legislative And Budgetary Work Of The Walloon Deputies; - The Work Of Monitoring The Walloon Government By Walloon Deputies; - The Expression Of Walloon Deputies On Social Problems; - The Contribution Of The Parliament Of Wallonia To The Proper Functioning Of The European Union; - The International Relations Of The Parliament Of Wallonia; - Publicity And Archiving Of The Work Of The Parliament Of Wallonia; - Basic Services For Parliamentarians And Parliamentary Groups; - The Administrative, Material And Financial Management Of The Parliament Of Wallonia; - The Relations Of The Parliament Of Wallonia With Society. 5 As Part Of The Modernization Of Its Information System, The Parliament Wishes To Implement An Erp Solution To Support Activities Covering The Areas Of Administrative And Financial Management Of The Parliament Of Wallonia. Priority Is Given To Functionalities Related To Financial And Accounting Management, As Well As Human Resources Management. The Purpose Of This Contract Is The Acquisition Of Licenses, Implementation, Maintenance And Support Of An Erp (Enterprise Resource Planning) System. The Solution Must Respond To Two Distinct But Complementary Needs (Phases), Which Must Be Integrated Coherently Within The Parliaments Information System, Namely: Phase 1: Financial And Accounting Management Phase 2: Human Resources Management (Hris) Ultimately, The Solution May Evolve In Order To Support Other Future Needs Or Complete The Two Basic Modules Concerning Additional Functionalities, Including In Particular: Logistics, Events, Reception. Bidders Must Propose A Unique And Complete Solution Centralizing The Financial And Accounting Management As Well As The Human Resources Management Of The Parliament Of Wallonia. This Solution May Be Based On One Or More Software Tools, Provided That They Constitute An Integrated And Coherent Solution, Guaranteeing Effective Centralization Of Finance And Hr Processes As Well As Complete Interoperability Between The Modules And With The Parliaments Existing And Future Systems. The Solution Should Facilitate Access To Supporting Documents And Accounting And Hr Histories For External Auditors. It Must Allow Monitoring Of Requests, Responses And Validations In A Secure And Traceable Framework.
