The Procedure Fits Within The Need For The Contracting Authority To Be Able To Respond Quickly To Certain Questions, Studies And Assignments In Connection With The Assessment Of The Functional And Spatial Capacity Of A Site And/Or Buildings And To Investigate The Feasibility Of Possible Developments And Projects That Are Feasible And Viable. A Substantiated Feasibility Study With Reality-Based And Developable Scenarios And Models Is Often Requested In The Short Term In Order To Arrive At Well-Founded And Well-Considered Policy Choices, Visions And/Or Development Framework. After All, A Development Framework Provides Direction And Describes All Principles And Preconditions For A Feasible And Feasible Development Of An Urban Project: Spatial, Programmatic, Financial, Legal, Technical And In Terms Of Sustainability.
