Expression of Interest for Mauritania Resilient and Inclusive Power Sector Development. Description: The first objective of this mission is to conduct a thorough and strategic assessment of the Mauritania power sector resilience to climate risks, with the aim of enhancing the sectors preparedness to climate shocks. Through a detailed examination of the current vulnerabilities and potential future risks faced by the power generation, transmission and distribution infrastructure, this mission will deliver a disaster and climate risk assessment report including a vulnerability assessment, as well as a set of practical and actionable recommendations (including cost implications) that will enhance the resilience of the power system. Both existing and future infrastructure projects will be taken into account for the study. The activities within the scope of this mission are set to ensure that the assessment captures the complex interdependencies within the sector, facilitating the development of tailored adaptation measures. The deliverables prepared as part of this assignment will enhance the utilitys capacity with the strategies and tools required to navigate and thrive amidst the future climatic uncertainties, ensuring reliable, resilient, and sustainable energy services for all. The second objective of this mission is to propose a Disaster Risk Governance Action Plan for the national utility SOMELEC as well as capacity building and training on effective emergency preparedness, response, and recovery for the utility and key public agencies in the electricity sector that are actively involved in disaster management. Through a detailed gap assessment, the Consultant will highlight the effectiveness of existing DRM incorporation into the utilitys governance, risk management, strategy and disclosures, including preparedness and response plans and frameworks. Furthermore, areas of improvement based on Japanese best resilience practices will be identified to enhance the national power utilitys resilience, with a focus on the new infrastructure wave co-financed by World Bank and Japan International Cooperation Agency (JICA). The Disaster Risk Governance Action Plan will identify strategic and operational measures to increase SOMELECs capacity in terms of disaster preparedness and response. Further, the Consultant will also identify existing DRM regulations and plans at national and regional levels and links to potentially existing energy sector plans. Finally, the Consultant will propose workshops, capacity building activities and potentially a study tour for key decision makers and technical specialists.
