Pre-School Education Services – Procurement Of Pre-School Education Provided In Private Kindergartens For The City Of Helsinkis Education And Training Sector. The City Of Helsinki Organizes Pre-School Education In Municipal Kindergartens And Private Kindergartens. This Request For Participation Concerns The Purchase Of Preschool Education Produced In Private Kindergartens, Excluding Preschool Education With Demanding Support. In Accordance With The Basic Education Act, The Education Organizer, I.E. The City Of Helsinki, Is Responsible For Enrolling Preschool Students. The Department Of Education And Training Of The City Of Helsinki (Hereinafter Also The Procurement Unit / Customer) Requests From Private Service Providers Applications To Participate In The Supplier Register Regarding The Production Of Pre-School Education Services In Accordance With This Request For Participation And Its Appendices. The Child Must Participate In A Years Worth Of Pre-School Education Or Other Activities That Achieve The Goals Of Pre-School Education In The Year Before Compulsory Schooling Begins. According To Section 4 Of The Basic Education Act, The Municipality Is Obliged To Organize Pre-School Education For Children Living In Its Area In The Year Before Compulsory Schooling Begins. A Child Participating In Pre-School Education Must Also Have The Opportunity To Use Early Childhood Education Services (Early Education Act § 5, § 12 And Basic Education Act § 6). When Planning, Organizing And Deciding On Preschool And Basic Education, The Best Interests Of The Child Must Be Taken Into Account First And Foremost (Basic Education Act § 3). The Municipality Can Produce Pre-School Services Itself Or Obtain Them From, For Example, A Private Service Provider. The Municipality Is Responsible For Ensuring That The Services It Acquires Are Organized In Accordance With The Regulations On Pre-School Education And The Principles Of The Pre-School Curriculum. Pre-School Education In Kindergarten Is Subject To The Regulations On Basic Education, And In Addition To That, The Early Childhood Education Act And The Regulations Issued Pursuant To It Also Apply. The Education And Training Department Of The City Of Helsinki Will Establish A Dynamic Procurement System For Service Providers For The Period 25 April 2026 - 24 April 2031. The Anticipated Calendar Year Total Value Of The Procurement Without Value Added Tax Is Estimated To Be Around 0 - 4,000,000. The Procurement Unit Does Not Commit To A Specific Procurement Quantity Or Value. The Service Must Comply With The Directly Binding Regulations Of The European Union, Finnish Laws And Regulations, And Regulations Issued By The Authorities. The Participation Application Is Binding And Must Be Written In Finnish. The Entire Procurement Process Is In Finnish. The Procurement Is A Service Procurement According To The E-Appendix. The Procurement Procedure And The Schedule For Submitting Requests For Participation Are Described In More Detail In Appendix 2 Description Of Dynamic Procurement.
