Procurement Plan for Construction Supervision for Construction, Completion, Furnishing, Maintenance and Operation of KDIPA Headquarters Building A Brief Summary of the Project. The new KDIPA Headquarters Building is located on Plot (55), Block (2), Sharq Area, Kuwait City, PACI No. (96381329). The plot area is 3,960 square meters, with a total built-up area of approximately 110,009 square meters. The building stands at a height of 275 meters, comprising 56 floors including 5 basement levels and the above-grade superstructure. The original architectural and engineering design was prepared by Gulf Consult in association with Cambridge Seven Associates. This tender seeks to appoint a specialized consultancy firm to provide Construction Supervision services for the Project in two phases: Phase 1 covers full on-site construction supervision for a duration of 60 months from the Commencement Date to Substantial Completion, including a Design Review Period during the first three months; and Phase 2 covers Project Close-out, Operation Support, and Maintenance Supervision for a duration of 24 months from Substantial Completion until Final Completion and handover of the building to KDIPA. Project Overview: In line with the State of Kuwaits vision to diversify the national economy, and pursuant to Article (3) of Law No. (116) of 2013 regarding the Promotion of Direct Investment in the State of Kuwaitwhich defines the Authoritys objectives of attracting, encouraging, and facilitating direct investment in the countrythe Authority has included, within its 2026/2027 plan, a project for the provision of consultancy studies. This project comprises: updating the feasibility study for Al-Naayem Economic Zone; preparing a comprehensive feasibility study for Al-Nuwaiseeb Free Zone; developing tender documents, partnership agreements, and prequalification documents; and managing the tendering process for both projects through to the Financial Close stage.
