Tenders are invited for Renewal of Oracle Licenses for the Ministry of Justice. Documents Price: KD 150 Closing Date: 21/07/2026 Documents may be obtained from: Central Agency for Public Tenders (CAPT). Important conditions and instructions: The final time of bid submission is 1:00 PM on the closing date specified above. All documents must be submitted on a non-copyable CD, except for the bid form and initial guarantee, which must be submitted as paper copies. The bidder must submit a valid National Labor Support Certificate issued by the Public Authority for Manpower along with the bid. The bidder must attach a valid To Whom It May Concern certificate issued by the Public Authority for Manpower confirming the absence of any suspension on the bidders file regarding government contracts; bids without this certificate will be excluded. Owners of small and medium enterprises are exempt from document purchase fees as per Article (39) of Law No. 74/2019, and must attach a valid certificate from the National Fund for SMEs Development. Bid Bond: KD 3,500 valid for 90 days in favor of the Central Agency for Public Tenders. Pre-tendering meeting: will be held at 10:00 AM on Monday, 01/06/2026, at the Ministry Complex, Block 14, Third Floor. Inquiries: Central Agency for Public Tenders, Website: WWW.CAPT.GOV.KW The text of the tender documents will be posted on the website of CAPT for information before purchasing the tender documents. The offers should be submitted not later than 1:00 p.m. on the closing date mentioned above. The tenderers should observe the instructions related to submitting and depositing the offers on the CD posted on the website of CAPT at www.capt.gov.kw The above-mentioned price should be paid by certified cheque or Knet. Contractors/companies should submit their enquiries to the interested body at time and place which are mentioned above or the pre-tendering meeting (inquiry session). Enquiries sent to CAPT will be disregarded. All documents should be submitted on CDs that cannot be copied, except for the text of the offer and the bid bond which should be submitted on paper. This tender is indivisible. The certificate of observance of the national manpower employment rate issued by the Ministry of Social Affairs and Labor, valid for one year, should be submitted with the offer. The tenderer should submit a current certificate To Whom It May Concern issued by the Manpower Public Authority stating that the file of the tenderer at the MPA is not suspended because of any of the violations specified in Article 10 of Law No. 6 of 2010 concerning Labor in the Private Sector. Offers that do not contain this certificate will be rejected. This announcement serves as an invitation to the tenderers to attend the envelopeopening session. Tenderers who wish to attend the envelopesopening session should coordinate with the Envelopes Opening Section before the date set for opening the envelopes, and should bring the following documents to the session: A copy of the Civil ID. A written Authorization letter from the person accredited by CAPT. If attendance is by a person other than the authorized signatory, he should bring a letter signed by the authorized signatory accredited at CAPT designating the person to attend the meeting. Owners of small and medium enterprises are exempted from paying the price of the tender documents, in accordance with Section 39 of Law No. 74/2019 concerning Public Tenders, and Law 49 of 2016 concerning Public Tenders. The owner of a small or medium enterprise should submit with its offer a valid certificate issued by the National Fund for Supporting and Developing Small and Medium Projects proving that the tender is classified as a small or medium enterprise at the Fund.
