General Procurement Notice for Procurement of Goods, Works, and Services for Development and Paving of the DjougouPéhuncoKérouBanikoara Road (210 km) Project for the Development and Paving of the DjougouPéhuncoKérouBanikoara Road (210 km): Section PK 183+980Banikoara (25.7 km), and intends to use part of the proceeds of this loan to pay for goods, works, and services to be procured under the Project. The Project is jointly financed by the African Development Bank (AfDB), the Africa Growing Together Fund (AGTF), and the European UnionAfrica Infrastructure Trust Fund (EU-AITF). Project Components Component 1: Road Development and Paving This component includes: (i) development and paving works of the DjougouPéhuncoKérouBanikoara road over 209.68 km; (ii) supervision and monitoring of these works; (iii) environmental measures; (iv) awareness campaigns on STIs/HIV/AIDS, road safety, environmental protection, and axle load compliance; and (v) expropriation. Contracts financed under this component are mainly consulting service contracts, including: a) Shortlisted consultancy (following expression of interest) from consulting firms established within the WAEMU (UEMOA) region for services related to assessing the impact of climate change on road infrastructure in northern Benin. b) Agreement between SIRAT SA and ABE for environmental monitoring and capacity building under the project for the development and paving of the Cotton Road DjougouPéhuncoKérouBanikoara: Section 25.7 km mponent 2: Support to the Road Sector This support includes: (i) procurement of two (02) pickup vehicles equipped with surveying instruments and flashing lights, one (01) pickup vehicle, and two (02) station wagon vehicles; (ii) acquisition of multi-user HDM-4 software and training of DGI staff in its use; and (iii) establishment of an electronic archiving system at the DGI. Contracts financed under this component are mainly supply contracts, including: a) Regional (WAEMU/UEMOA-level) tender for the acquisition of vehicles; b) Direct contracting for the acquisition and installation of multi-user HDM-4 software and staff training; c) Direct contracting for the implementation of an electronic archiving system for the former DGI / former MIT. Component 3: Project Management Activities under this component include: (i) technical and financial audits; (ii) monitoring and evaluation of socio-economic impacts; and (iii) road safety audits. Contracts financed under this component are mainly consulting service contracts, including: a) Shortlisted consultancy (following expression of interest) from consulting firms established within the WAEMU (UEMOA) region for services related to technical, financial, and procurement audits for the years 2019 to 202520262027; b) Shortlisted consultancy for road safety audit services; c) Shortlisted consultancy for services related to assessing the impact of climate change on road infrastructure in northern Benin.
