The Subject Of The Public Procurement Is The Comprehensive Renovation And Establishment Of A New Business Information System (Pis) Of The Public Institution Radiotelevizija Slovenija (Rtv Slovenija), Including Integration, Data Migration, Support For The Introduction Of Paperless Operations, Maintenance And Upgrades Of The System. The New Pis Represents A Fundamental Project Of The Digital Transformation Of Rtv Slovenia, The Purpose Of Which Is To Provide Modern, Stable And Reliable Information Support For Operations, To Eliminate The Risks Posed By The Existing System, And To Enable More Efficient And Transparent Operation Of The Institution. The Subject Of The Public Procurement Is The Comprehensive Implementation Of A Unified Business Information System, Which Includes Functional Sets Of Erp, Hrm, Dms And Bi. The Provider Must Offer A Comprehensive Solution That Covers All The Listed Components. Offers That Do Not Include A Comprehensive Solution Will Be Excluded From The Public Procurement Process. The Implementation Of All Sections Must Be Completed No Later Than 18 Months After The Conclusion Of The Contract. The Current Business And Information System Of Rtv Slovenia Is Outdated, Fragmented And Consists Of More Than 20-Year-Old Platforms That Are Weakly Integrated With Each Other. As A Result, Business Processes Are Based On Manual Data Entry Into Various Applications, Which Means Inefficiency, Errors And High Dependence On Individuals. Many Applications No Longer Have Adequate Support, Their Authors Are Already Retired Or About To Retire, And Maintenance Is Already Difficult Today And Increasingly Risky In The Future. Also, The Current System Does Not Allow Comprehensive Document Management, Digital Confirmation And Archiving Of Business Documentation, As Required By Legal Regulations And Standards. Within The Framework Of The Project, The Establishment Of Four Key Sections Of The New Pis Is Foreseen: • Erp (Enterprise Resource Planning): For Comprehensive Support Of Business Processes Such As Finance, Accounting, Procurement, Inventory, Projects, Planning, Contract Management, Service And Maintenance Activities, With A Centralized Database And Integrated Functions; • Hrm (Human Resource Management): For Managing Personnel Records, Payroll, Attendance Control, E-Learning And The Employee Portal; • Dms (Document Management System): For Digitization Of Documents, Management Of Documents And Contracts, Electronic Confirmation And Archiving In Accordance With The Requirements Of The Archives Of The Republic Of Slovenia; • Bi (Business Intelligence): For Business Analytics, Reporting, Planning And Control Over The Implementation Of Business Functions, With Decision Support At All Levels Of Management. All The Listed Solutions Will Be Closely Integrated With Each Other And Adapted To The Specifics Of Rtv Slovenias Operations, With Appropriate Connections To Some Existing Information Systems That The Client Continues To Use. The Goals Of The Project Are To Increase Business Efficiency, Optimize Processes, Reduce The Amount Of Manual Work, Introduce Paperless Business And A Centralized Digital Archive, Improve The User Experience, And Reduce Dependence On Individuals.
