As the Project prepares to launch major Irrigation modernization activities, it is essential to engage the market early to better understand industry capacity, validate technical approaches, and ensure that the planned procurement strategies particularly the Design and Build approach for irrigation are well aligned with current market conditions and capabilities. The SPIN Project therefore intends to consult with market actors on upcoming procurement activities under the Irrigation Component. Under Component 2: Irrigation Modernization, the SPIN Project will support the rehabilitation and modernization of priority irrigation schemes, including Doma, Kampe-Omi, Duku-Lade, Galala and Adani. These investments will enhance agricultural productivity, strengthen climate resilience, and improve water service delivery across participating River Basin Development Authorities (RBDAs). We wish to formally inform all participants that the SPIN Project will be adopting a Design and Build procurement approach for the implementation. In preparation for this, the Project will undertake comprehensive strategic planning as well as the required environmental and social assessments to guide sustainable irrigation development nationwide. The Assignment will support national-level irrigation planning and provide the technical foundations for future Design and Build investments. The objectives are to: 1. Prepare a National Irrigation Modernization and Expansion Framework (NIMEF) to guide the rehabilitation, modernization, and expansion of irrigation schemes across all RBDAs, including investment prioritization and climate-resilient modernization pathways, with consideration of reservoir operations and water availability. 2. Provide technical, hydrological, and environmental inputs for integrated irrigation planning, including water resources assessments, water allocation analysis, water accounting, and the integration of climate-risk considerations into scheme modernization and expansion. 3. Support stakeholder engagement at federal, state, community, and Water User Association (WUA) levels throughout the irrigation planning process to promote participatory planning and O&M. 4. Support institutional capacity building within FMWRS, RBDAs, and State agencies for integrated irrigation planning. 5. Analyse and prioritize irrigation investment portfolios, including cumulative impacts, technical feasibility, economic returns, and climate resilience, to prepare a pipeline of investments for Design and Build procurement. Objectives of the EME A. Obtain market feedback to refine the Employers Requirements (ER) and procurement approach for the assignment. B. Clarify project scope, timelines, technical expectations, and regulatory requirements for the upcoming Design and Build packages and Dam rehabilitation consultancy assignments. C. Identify and mitigate environmental and social risks early in the planning process. D. Create awareness and stimulate interest among qualified Consulting firms/Contractors.
