Tenders are invited for Consultant to Provide Capacity Building Workshop on Land Rights and Land Law Summary Work/Service Description : Recruitment of Consultant to provide capacity building workshop on Land Rights (i) Land Law; (ii) Sub-decree on Procedures of Registration of Indigenous Community Lands; and (iii) Sub-decree on Economic Land Concession Project Tittle : Civil Society Links and Empowerment for Socially Inclusive Development in Ratanakiri (CLESIDRA), No. NDICI-CSO/2023/448/125 Total number of trainees : 25-30 People (will be trained in two days) Location : Banlung Municipality, Ratanakiri Province, Cambodia Duration of Work : 4 working days Expected Started Date : 15 June 2026 The Capacity Building Workshop Overview The capacity-building workshop aims to strengthen the capacity of the CLESIDRA target group on land rights. The capacity building workshop will cover three main sessions, including (i) the Land Law; (ii) the Sub-decree on Procedures for the Registration of Indigenous Community Lands; and (iii) the Sub-decree on Economic Land Concessions. The workshop will be conducted for two (2) days and will involve 2530 participants. The Consultant/Service Provider Scope of Work Responsibilities The consultant/service provider will be responsible for the following tasks: Develop training curricula and materials, including lessons/handouts, pre- and post-tests, evaluation tools, and training agenda on Land Rights (i) Land Law; (ii) Sub-decree on Procedures of Registration of Indigenous Community Lands; and (iii) Sub-decree on Economic Land Concession. All materials shall be submitted to the UPWD team at least three (3) days prior to the training Prepare detailed lesson plans, training methodologies, and other related training materials Deliver a two-day training on Land Rights Submit a training report that reflects the achievement of the training objectives and key results. Duration of the work The expected starting date is on 15 June 2026. The duration of the contract for consultant is only 4 working days (one day for preparation, two days of delivering the training, and one day for the report). Eligibility Minimum of advanced Bachelors Degree of Laws or any related fields Minimum 5 years Experience in the field of delivering training regarding land and housing rights Proven experience in developing training manuals, curriculums, and tools Strong presentation, facilitation, and/or training management skills, and ability to engage people to involve with session Strong communication and interpersonal skills Strong knowledge of the Cambodian context, particularly regarding land and housing rights Fluency in spoken and written Khmer and English Computer literacy Submission Requirements Proposal Submission Requirements: Technical Proposal: Training outline and methodology, materials and tools to be used during the training process Detailed work plan and timeline of the assignment Financial Proposal: Detailed budget breakdown Payment schedule Updated creative portfolio including relevant creative development work and qualifications Updated Resumes/CVs of the specific team members who will be working on the project requested Contact details for three past performance references.
