Tenders are invited for Technical Assistance for Structuring Agricultural Value Chain Actors into Cooperative Societies (SCOOP) under OHADA The PADCV-PTA represents the second contribution of the AfDB Group toward operationalizing Pillars I, III, and IV of the Agriculture Transformation Program of the Democratic Republic of Congo (PTA-RDC). It supports the Governments objectives to: (i) rebuild seed capital for maize, cassava, rice, and soybean value chains; (ii) sustainably improve yields of maize, cassava, rice, and soybean; and (iii) structure and facilitate access of value chain actors to markets and appropriate financing. The project is organized around four components: (i) Increased agricultural productivity and production; (ii) Development of resilient and inclusive infrastructure; (iii) Structuring and financing of value chain actors; (iv) Project coordination and management. The implementing agency for PADCV-PTA is the Social Fund of the Democratic Republic of Congo (FSRDC). Project activities are carried out by a Project Coordination and Management Unit (UCGP) within the implementing agency. Scope of Services The services include: (i) Conduct awareness, information, and communication campaigns to identify value chain actors in maize, cassava, rice, and soybean sectors (producers, agricultural service providers, farmer organizations, including cooperatives); (ii) Carry out institutional, organizational, and participatory diagnostics of identified organizations and other actors requiring structuring; (iii) Support identified organizations and actors in strengthening their existing structures establishing new ones; (iv) Assist in the registration and formalization of existing pre-cooperatives, as well as the creation, registration, and legal incorporation of new cooperatives in accordance with the OHADA Uniform Act on Cooperative Societies; (v) Strengthen the technical and managerial capacities of cooperative societies, existing interprofessional organizations, and those established under PADCV-PTA across the six provinces; (vi) Ensure monitoring and sustainability of cooperatives and interprofessional organizations.
