These dynamics have highlighted limitations in the institutional capacity to provide a timely, comprehensive, and sustainable humanitarian response. In this context, critical gaps are identified related to the availability and use of information for decision-making, the coordination between humanitarian actors and authorities, and the response capacity in key sectors such as protection, humanitarian assistance and accommodation. This action is part of initiatives aimed at strengthening information management and evidence-based decision-making, promoting better coordination and a more efficient response to humanitarian crises. Description of Services: The individual responsible for providing these services will coordinate the projects implementation at the local level, ensuring collaboration among humanitarian actors, local authorities, and technical teams, as well as the proper operational, technical, and strategic monitoring of activities. The consultant will facilitate inter-institutional coordination processes, promote the use of information for decision-making, and support the strengthening of local capacities, guaranteeing efficient and timely implementation aligned with the projects objectives. Activities A. Specific activities: Coordinate the implementation of project activities in the territory (Nariño, Tumaco), ensuring compliance with the established schedules. Facilitate coordination between implementing partners, local authorities, and humanitarian actors. Provide technical assistance in operational planning and monitoring of activities in coordination with the technical team. Ensure the proper integration of cross-cutting approaches such as protection, gender and do no harm. Promote the use of information for decision-making at the local level. Identify operational risks and propose mitigation measures. Act as a technical liaison and national focal point for the internal displacement component and its implementation in Tumaco, Nariño, among humanitarian partners, as well as with international organizations and national authorities to facilitate data exchange and ensure consistency in information management processes. MINIMUM QUALIFICATIONS: Professional education in social sciences, administration, international relations, engineering, or related fields. Postgraduate studies in project management, humanitarian action, or related fields will be considered an asset. Experience : To be eligible, the applicant must have at least five (5) years of experience in coordinating humanitarian or development projects. Experience in fieldwork, inter-institutional coordination, and knowledge of the local context will be especially valued. Prior experience in information management, MEAL approaches, and knowledge of the comprehensive care system for victims of the conflict in Colombia will be considered an asset.
