[email protected] Contact Phone Number: +234 8032822039 A. Purpose To outsource for a professional Security firm the security guard services of Tearfund facilities across the Nation, Nigeria. The objective of this service is the delivery of security guard services to the Tearfund Offices in Nigeria on a 24/7 basis. Tearfund Nigeria necessitates a provision of security guards to provide guarding of her premises, reception, screening and escort of all persons, deliveries and vehicles arriving at these premises. B. Location: Jos Plateau State, FCT Abuja, Makurdi Benue State. C. Scope: The security provider shall draft and on the approval of Tearfund Logistic Manager issue post orders for security posts. The security provider shall maintain the post order. Likewise, the security provider must also draft and present Standard Operating Procedures (SOP) for all emergencies (to include attempted forced entry, package and mail search (if suspicious), restraint of persons, emergency medical assistance etc. The draft post order and SOPs must be submitted as part of the proposal. The manpower utilisation for securing Tearfund premises will be as follows: Rank: Security Officer /Guard 24/7 Location: Abuja Office Gwanimpa, Makurdi Office and Jos Office Responsibility: Securing the building / Registering of visitors 1st SHIFT 12 hours: 2 Guards 2nd SHIFT 12 hours: 2 Guards Contractor may also be required to provide additional temporary security personnel on an as-and-when-required basis, following the receipt of an authorised written request from the Tearfund representative, at the rates set out in the Contract The Security Officers / Guards main duties are: To secure the Tearfund office premises. Provide a secure working environment for Tearfund staff and clients; and Assist in the management of clients and visitors at Tearfund Includes, but is not limited to, controlling and logging all activities at the location, preventing unauthorised personnel access to the site and conducting security screening of personnel, vehicles and goods entering the premises, in addition to operating any technical equipment when necessary. The contractor shall maintain a Visitors Book for non-Tearfund personnel visiting Tearfund premises either for official or personal purposes. The Contractor shall patrol the contracted installation, i.e. provide physical security of the exterior of building, monitor compound fence lines and protect Tearfund-Owned Equipment, using roving patrol guards. At point of entry/exit, the Contractor shall prevent the unauthorised removal of Tearfund-Owned Equipment from the premises. This may entail a visual, non-destructive and non-invasive search of hand-carried items and handbags. Upon detection of fire in the installations or vehicles, the Contractor shall ensure that the residents are immediately alerted and, if necessary, the location evacuation plan implemented, the incident reported to Tearfund management, and immediate action is taken to extinguish the fire. All alarms must be treated as an emergency condition. Immediate action should be taken by any member receiving an alarm, a report from any person or information about an incident or an emergency in accordance with the emergency procedures. The Contractor shall ensure that its personnel are physically capable of standing watch, i.e. not having consumed alcoholic beverages or other types of intoxicants within the previous twelve (12) hours and are sufficiently rested. Male guards should be wearing uniforms. D. DELIVERABLES: Ensured Safety and Security for Tearfund Nigeria operations, personnel, visitors, and premises. The Contractor shall designate a Company Manager to serve as the primary point of contact between the Contractor and the Tearfund Management on a 24-hour basis. The company manager shall have authority to act on behalf of the Contractor at the work sites. Neither the Contractor nor any of its personnel is allowed to disclose or cause the dissemination of any information concerning the operations of Tearfund or any incident that may occur, which could result in, or increase the likelihood or the possibility of, a breach of Tearfund security or activities or interrupt the continuity of its operations. The Tearfund Management has the authority to direct the Contractor to immediately remove any employee from the work site, should it be determined that an individual is not suitable to perform the guard duties. The contractor shall ensure the continuity of service of the Security Guard in one post or building as well as ensure that the Security Guards are clean in the police records. E. Payment Tearfunds policy is to pay for the performance of contractual services rendered or to effect payment upon the provided service and achievement of delivery, on quarterly basis. Tearfund recourse in case of unsatisfactory performance: Tearfund reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work is incomplete, or not delivered. The performance of the contractor will be evaluated against the set of standard indicators such as: whether all goals outlined in the ToR are met, technical and professional competence demonstrated, quality/quantity of work, demonstrated initiative, responsibility, work relations, and communication. The team/company selected will be governed by and subject to Tearfunds General Terms and Conditions for service deliveries.
