The Subject Of This Public Procurement Is The Supply (Sale) Of Electric Energy And The Fulfillment Of The Duties Of The Coordinator Of A Balancing Group For The Needs Of The Capital Municipality - Nadezhda District And The Full Administration Of The Information Flow With Eso Ead And The Assumption Of The Costs Of Imbalances For The Facilities Of The Capital Municipality - Nadezhda District And Its Adjacent Administrative Buildings/Facilities. Delivery Of The Required Estimated Amounts Of Net Active Electrical Energy For All Tariff Zones (Peak, Day And Night). Estimated Quantity For The Term Of The Contract Is 550 Megawatt Hours (550 Mw) Of Net Active Electrical Energy. The Estimated Quantity Of Electricity Consumption For The Term Of The Contract Of 36 Months Does Not In Any Way Commit The Contracting Party To Use It, Nor Does It In Any Way Limit The Consumption Of The Contracting Party Within Its Framework, By Supplying The Necessary Amount Of Electricity Per Day, Per Month And For The Entire Period Of The Contract. During The Term Of The Contract, The Contracting Authority Has The Right To Make Changes To The Objects (Deletion Or Addition Of An Object), Reserving The Right To Change The Estimated Quantity In A Positive Or Negative Direction According To The Need. The Purpose Of Awarding The Public Contract Is To Conclude A Contract For Combined Services Within The Meaning Of Art. 20 Of The Ptee, Namely The Supply Of Electricity And Payment Of All Services Used By The Contracting Authority As An End Customer: Access To The Electricity Transmission And/Or Electricity Distribution Network, Electricity Transmission Through The Electricity Transmission And/Or Electricity Distribution Network And Responsibility For Balancing, As Well As Settlement Of Relations In Connection With The Payment Of Amounts Due For Network Services For The Relevant Price Period. During The Delivery, The Continuity Of The Electricity Supply Should Be Ensured And Electric Energy Should Be Delivered With Quality And In Order, According To The Provisions Of The Energy Act And Other Normative Acts That Regulate Public Relations Related To The Supply Of Electric Energy (Including Ptee, Pikee And The Regulations Issued On The Basis Of Ze). In The Capacity Of Balancing Group Coordinator, The Contractor Shall Take Responsibility For Balancing, Include The Employer In The Balancing Energy Market As A Participant (Indirect Member) In A Standard Balancing Group, Without The Employer Paying A Registration And Participation Fee, As Well As Provide Forecasting Of The Employers Consumption, Including Administration Of The Employers Hourly Consumption Schedules. In View Of The Provision Of Art. 116, Para. 1, Item 1 Of The Public Procurement Act, The Contracting Authority Indicates That Within The Above-Mentioned Value, It Is Permissible To Make Changes To The Objects (Deletion Or Addition Of An Object), To Open/Close New Lots In The Name Of The Contracting Authority, And The Latter Reserves The Right To Change The Estimated Amount Of Electrical Energy In A Positive Or Negative Direction According To The Need.
