Telephone And Data Transmission Services – Gigabit Expansion In The Hanseatic City Of Herford Gap Closure Program (No. 9.1 Of The Gigabit Guideline 2.0). The Subject Of This Tender Is The Commissioning Of A Company With The Construction And Operation Of A Needs-Based, Sustainable, Comprehensive And Expandable Gigabit Infrastructure In The “Gap Closure Area” In The Hanseatic City Of Herford. The Market Research Process Has Shown That 504 Addresses In The Project Area In The Eickum District (Hereinafter “Addresses”) Are Currently Undersupplied. The Connection Of These Addresses To A Gigabit Network Is The Subject Of This Tender. The Addresses To Be Supplied Are Described With House Number Precision Using Geodata From The House Coordinates Provided By The Funding Provider In The Tender Documents B.1, B.2 And B.3. In Terms Of The Gap-Closing Program In Accordance With Section 9.2 Of The “Federal Gigabit Guideline 2.0” As Amended By The 2Nd Amendment Of January 13, 2025, The Main Area Of The Affected Municipality Is Of Particular Importance, As The Application Is Only Possible If A Gigabit-Capable Expansion Has Been Guaranteed Or Has Already Taken Place. The Main Area Of The Municipality Is/Was Developed Independently By A Telecommunications Company. A Telecommunications Company Has Committed Itself To The Construction And Operation Of A Broadband Network That Guarantees Bandwidths Of At Least 1 Gigabit/S At Peak Load Times For Every Connection In The “Gap Closure Area”. The Contractor Is Required To Take Into Account His Own Nga Network - If Available -, Rented Third-Party Network Components And The Existing Public Infrastructure When Planning The Network And, To The Extent That This Makes Economic Sense And Is Technically Possible, To Incorporate This Into The Construction Of The Gigabit Network. This Applies In Particular To Infrastructure That Has Already Been Set Up As Part Of Another Funding Measure. In This Regard, Reference Is Made In Particular To The Federal Governments Infrastructure Atlas. In Return For The Provision Of The Investment Grant To Cover Its Profitability Gap, The Contractor Receives The Right And Assumes The Obligation To Set Up And Operate The Gigabit Network And To Provide Interested End Customers And Third-Party Providers With Services And Offers (Telephony, Internet, Value-Added Services Such As Ip-Tv, As Well As Wholesale Products On An Open Access Basis) At Standard Market Conditions. If The Contractor Exclusively Offers Wholesale Products For Third-Party Telecommunications Companies, He Must Guarantee That At Least One Company Will Always Effectively Provide The Required End Customer Services In The Supported Area For The Entire Period Of The Earmarking Period. In The Event That A Land Use Agreement Cannot Be Concluded, The Respective Subscriber Connection Must Also Be Prepared In Accordance With Rn. 14 Of The Material Concept.
