Request for proposals for Consultancy Firm to Conduct Article 6 Mitigation Sector Studies in Sri Lanka ASSIGNMENT OBJECTIVE: GGGI seeks to engage a competent consulting firm to support in conducting sectoral studies in one or two of the following sectors: (1) waste sector, (2) agriculture (livestock), or the (3) transport. The final selection of sector(s) will be determined by GGGI at the onset of Deliverable 1, prior to the Consultant commencing the inception report. The Consultant shall perform a range of tasks across technical analysis, financial assessment, and stakeholder engagement to evaluate sector readiness for carbon finance and identify mitigation activities that could generate Internationally Transferred Mitigation Outcomes (ITMOs) under Article 6 of the Paris Agreement. The mitigation activities will take place in Sri Lanka. The identification of mitigation technologies shall be guided by Sri Lankas Article 6 Positive List The successful Consultant is expected to deliver the following outputs under the study: 1. An assessment of international best practices in applying carbon finance mechanisms within the selected sector(s), including relevant experiences under Article 6 cooperative approaches, legacy Clean Development Mechanism (CDM) projects, and voluntary carbon market standards. 2. An analysis of enabling conditions for Article 6 implementation in Sri Lanka within the selected sector(s), including relevant institutional arrangements, regulatory frameworks, policy alignment with Sri Lankas Nationally Determined Contributions (NDCs), and potential barriers to implementation. 3. A technical baseline and sector assessment to support carbon accounting in the selected sector(s), including an analysis of current infrastructure, operational practices, energy use patterns, and greenhouse gas emission profiles. 4. An estimation of emission reduction potential associated with key mitigation technologies and interventions within the selected sector(s), including indicative baseline scenarios and potential methodologies for carbon credit generation. 5. Identification and prioritization of a pipeline of mitigation activities (aligned with the Article 6 positive list) and a prioritized list of 3-5 potential projects in the selected sector(s) suitable for development under Article 6 carbon finance mechanisms.
