Tenders are invited for Consultant for Baseline Survey for SOS Childrens Villages of Cambodia Programs (20262028) Career Category: Consultancies Location:Phnom Penh, Siemreap Province, Battambang Province, Ratanak Kiri Province, Kratie Province, Kampot Province, Prey Veng Province Summary Purpose of the Baseline Survey The purpose of this baseline survey is to: Establish baseline values for all key program indicators Generate evidence to support results-based management and reporting Inform targeting, program design, and resource allocation Strengthening Monitoring, Evaluation, Accountability, and Learning (MEAL) systems Ensure alignment with PSA performance, GEDSI, and safeguarding standards Objectives To generate high-quality baseline data to measure progress against SOS Cambodias strategic outcomes (20262028). Specific Objectives Assess the status of child well-being, care, and protection Analyzing family economic resilience and caregiving capacity Evaluate youth employability, life skills, and independence readiness Examine access to essential services (education, health, social protection, and care reform) Identify risks of child separation and vulnerability drivers Establish baseline values for all logframe indicators Integrate Gender Equality, Disability, and Social Inclusion (GEDSI) analysis across all findings. Users of the Baseline The following organizations and institutions will use the findings of the baseline and the report for various purposes: SOS Cambodia and partner NGO(s): can use all baseline findings for the key information prior to and during project implementation. The findings can also be useful for regular monitoring and evaluation (Mid-term and end-of-program evaluations). Partner Supporting Association (PSA): For monitoring, learning, and sharing knowledge and practices with other SOS Cambodia. Relevant government partners: MoSVY, CCs, and district officials can understand the current situation of girls and young women in relation to the urgency of change, leadership, and level of support from parents and communities to their children and young people. Eligibility The Team Leader shall have: At least a Masters degree in Social Sciences, Development Studies, Sociology, Public Health, Statistics, Child Protection, Economics, or a related field Minimum 7 years of relevant experience conducting baseline studies, evaluations, or research in Cambodia Proven experience in child protection, alternative care, family strengthening, youth development, or social welfare programming Strong knowledge of Cambodias child protection system, social protection system, and relevant government structures Demonstrated experience leading mixed-methods studies, including both quantitative and qualitative approaches Experience in sampling design, questionnaire development, and data analysis Strong understanding of safeguarding, research ethics, and working with children and vulnerable groups Good knowledge of Gender Equality, Disability, and Social Inclusion (GEDSI) Excellent report writing skills in English Ability to communicate in Khmer or work closely with Khmer-speaking researchers Submission Requirements Interested consultants or firms should submit: Technical proposal, including methodology and work plan Financial proposal with detailed budget in USD CV(s) of the lead consultant and key team members Company profile and legal registration, if applicable At least 23 examples of similar assignments completed in the last 5 years Contact details of at least two referees Proposed timeline and level of effort Declaration of availability and compliance with the SOS Cambodia safeguarding policy Only consultants who receive a minimum technical score determined by SOS Cambodia will proceed to the financial evaluation.
