Tenders are invited for Commercial & Legal Eligibility Check As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development worldwide. Through financing arrangements, GIZ makes funding available to recipients, tied to a specific purpose, to help them carry out certain measures under their own responsibility. Before any financing agreement, grant agreement, subsidy agreement (Zuschussvertrag) or local subsidy (financing arrangements) can be granted; a check must be conducted to determine whether a potential recipient is eligible. The commercial and legal eligibility check is therefore performed based on defined criteria. GIZ examines whether the potential recipient is commercially, administratively and legally qualified to assume responsibility for implementing the measure or whether the potential recipient is not yet sufficiently qualified to do so. The legal check is primarily designed to ensure compliance with public-benefit legislation. It is a mandatory component of financing agreements and is required and examined as part of the company audit. Accordingly, GIZ is aiming to conclude a framework agreement and assign a service provider that can perform a commercial and legal eligibility check or a two-stage due diligence (a pre-due diligence, an in-depth (enhanced due diligence)) eligibility check for the recipients for Clusters partner organizations in West bank, Jerusalem and Gaza strip. These checks are essential to ensure the eligibility and suitability of potential recipients for financing arrangements.
