General Procurement Notice for Consulting Services, Goods, and Related Services to Eastern Corridor Road Development Programme Phase 1 (AF-ECRP1) COUNTRY: REPUBLIC OF GHANA NAME OF PROJECT : ADDITIONAL FINANCING TO EASTERN CORRIDOR ROAD DEVELOPMENT PROGRAMME PHASE 1 (AF-ECRP1) GRANT NO.: ADF 2100155044097 SAP No: P-GH-DB0-026 GENERAL PROCUREMENT NOTICE 1. The Government of the Republic of Ghana has received a grant from the African Development Fund (ADF) in the amount of USD 12.83 million (UA 9.36 million) to finance the Additional Financing to Eastern Corridor Road Development Programme Phase 1, and it intends to apply part of the proceeds to payments for consulting services, goods, and related services to be procured under this project. 2. The primary objective of the Programme is to contribute towards an efficient transportation system that promotes Ghanas ports and corridors to enhance inclusiveness, stimulate socio-economic development and facilitate domestic and regional trade and integration. This Additional Financing contributes towards that objective by allocating funding for project preparation and ensuring readiness and quality at entry of projects that will support the Governments Big Push Infrastructure Development Programme. 3. The project will include the following components: i. Consultancy Services: This component covers the preparation of bankable feasibility studies, preliminary and/or detailed designs, design reviews, Environmental and Social Impact Assessments (ESIA), Resettlement Action Plans (RAPs), climate risk and vulnerability assessment studies, PPP options analysis and cost estimates for selected priority infrastructure interventions. These include the 37 Interchange, Accra Outer Ring Road and Kumasi Outer Ring Roads under transport infrastructure; the Techiman and Afram Plains Agro Processing Zones under agriculture; and the Techiman, Mankessim, Sekondi and Agbogbloshie Markets under trade. ii. Project Management & Institutional Support: This component covers project coordination, stakeholder engagement, validation and workshop meetings, and financial audit for the implementation of the additional financing. 4. Procurement of contracts financed by the African Development Fund (ADF) will be conducted through the procedures as specified in the African Development Bank Procurement Policy for Bank Group Funded Operations, dated October 2015, and according to the provisions of the Financing Agreement.
