Technical Consultancy for the Design and Development Roadmap of a Multisensory XR Experience for the PCH-CDMX Project Reference : 100015637 Process : RFP Description : GGGI Mexico invites eligible firms/entities to submit proposals for the following assignment: Technical Consultancy for the Design and Development Roadmap of a Multisensory XR Experience for the PCH-CDMX Project. PROJECT BACKGROUND: Financing of First of a Kind Climate Technology Projects (FOAKCTP) has proven complicated due to an inherent misalignment between the conventional capital stack, sequential in nature, with the needs of FOAKCTPs: an aligned capital stack to cover the needs of the project through its life cycle. It is a common occurrence that FOAKCTPs are incapable of bridging the gap between inception and commercial maturity, situation that is perhaps more notorious for projects in the range of USD 40 million to USD 100 million. The conventional standpoint of investment sources favours low risk and quick return projects, and demands proven operations, demonstrable investment, and firm offtake compromises. This focus frequently derives in projects being left stuck and incomplete while several actors stand ready to provide capital to the projects, but never anyone else takes the first step. Concessional and development loans aid in bridging the gap but are often insufficient. FOAK CTPs are too risky for conservative capital, but too capital-intensive for early Venture Capital alone and Concessional and Development funding: they need proof to get funding, but need funding to get proof. Furthermore, there exists a well- known and studied phenomenon that presents itself when the need arises for a technical entity (the Proponent) to communicate with a non technical entity (the Stakeholder) with the purpose of securing support for a project or product based on novel and disruptive technologies (a FOAK CTP, the Endeavor). In this situation, the Stakeholder, unfamiliar with the technicalities of the Endeavor, sees an unsoundable concept, a "blackbox", which "carries infinite risk", whose purpose and function are not understood (due to inadequate communication strategies from the Proponent), and which stands in contrast to the "old and trusted", making a veritable "Epistemic Opacity" of the Endeavor, and thus evaluates it not from a standpoint of the opportunity at hand, which demands understanding, but that of System Inertia and Aversion to Loss. Blind investment into an Epistemic Opacity generates anxiety, driving the Stakeholder to default to apathy and lack of engagement. By contextualizing the Endeavor within a grander and much more relevant Issue and presenting how the Endeavor positively aids in the procurement of general wellbeing within the context of the grander Issue, the Proponent might seek to "clearly, evidently, and unarguably" demonstrate the relevance and merit of the Endeavor. However, when this grander Issue is vast enough, pervasive enough, and overly complex to even grasp, let alone understand, effectively existing as simple and infinitely remote "background noise" to most people (a "Hyper object"), the situation becomes utterly incomprehensible and any attempt to assign value and relevance to the Endeavor by referencing the Hyper object is met with an absolute inability to make sense of both the Endeavor, the Hyper object, their relation, and any possible degree of importance either may have, i.e., a "Cognitive Collapse" that ultimately derives in apathy yet again, but now strengthened by an even lesser understanding of the whole construction and its parts, a tighter embrace of trusted and understood solutions, and minor and trivial actions, if any, that give the sense of "doing something" while actually achieving nothing. Within this context of generalized difficulty in capital procurement, after several years of engagement with Stakeholders of various natures, the Mexico City Hydrothermal Carbonization Plant (PCHCDMX) and its administrators, the Institute of Engineering of the National Autonomous University of Mexico (IINGENUNAM) and G 2 E (the Proponents), have come to understand that the hardships faced when engaging with high level Stakeholders for support are clearly explained by the concepts previously described. The PCHCDMX and its role within the management of the Organic Fraction of the Municipal Solid Waste (OFMSW), the Endeavor, effectively represents an Epistemic Opacity, and attempts to assign value to this Epistemic Opacity through its potential to directly and effectively contribute to the fight against climate change through the reduction of methane emissions associated with conventional OFMSW management practices, a true Hyper object, drive Cognitive Collapse and its inherent total lack of understanding and very limited engagement in the Stakeholder while still drawing praise for the project, praise that is not translated into effective support. It has been shown that multisensory XR-based experiences (eXtended Reality, AR/VR/MR the Experience(s)) enable participants (the Stakeholder) to "internalize" information which would otherwise remain "out of reach" due to phenomena such as those previously discussed. By "living" the Experience, and thus shortening the perceptual distance to the information presented (the "grander Issue", the "Hyper object"), the information presented bypasses the limitations imposed by the need of deep understanding (cognition, reasoning) and, instead, engages the limbic system, driving an intense emotional response accompanied by the formation of memories that feel real to the brain and are better able to drive actual substantial engagement. Furthermore, by "living" the experience, the participant acquires a degree of "firsthand experience" with the components of the Experience, enabling a better understanding of elements that would otherwise remain a blackbox, the "Epistemic Opacities". In this context, olfactory stimulation, i.e., smell, is the crucial factor that turns "a movie the participant has watched" into "an event through which the participant has lived". It has also been shown that XR-based training programs can significantly enhance understanding and knowledge retention in personnel, accelerating task execution and reducing mistakes while also being more usable within an everyday context than paper-based materials. However, it is also well known that the generation of XR-based training material presents an unprecedented challenge as instructors with considerable experience in their specific areas do not necessarily have the extensive experience in multimedia material generation, experience design and implementation, XR hardware and other disciplines crucial for the construction of effective and inclusive XR-based material. Furthermore, beyond the expertise required, the actual generation of material required for an XR-based training experience is considerably larger than what has historically been required for paper-based methods, further complicating the generation of materials. GGGI seeks to engage with a consulting firm ((hereinafter referred to as Consultant) with the purpose exploring both the development of the Experience, as well as the generation of a universal roadmap and methodology through which XR-based training materials may be reliably produced. For the development of the Experience, the consultant shall include Professionals that may be engaged for the purpose of soliciting a quotation for the development of an XR-based experience comprising visual, olfactory and haptic components with the aim of clearly, understandably, and intimately transmitting information on the PCHCDMX and its role within the context of climate change, and procuring hardware samples of the infrastructure meant to host and support the experience. The experience to be quoted is to be based upon a technical document and script provided by G2E which have been designed to not only allow a deeper understanding in the participant, but to drive actual engagement and commitment through the elicitation of a feeling of moral and actual responsibility and accountability. The visuals of the experience must be firmly grounded in current scientific knowledge. The Professional(s) engaged for the generation of the Experience shall be tasked with the construction of a roadmap and methodology to produce XR-based training materials that answers the following questions from the standpoint of the Professional: 1. The conceptual information required to understand the clients training objectives, operational context, and expected learning outcomes. 2. The technical materials and baseline documentation required to construct the XR training environment (e.g., models, drawings, procedures, photographs, or other relevant assets). 3. The format, structure, and level of detail in which such information should be provided by the client in order to maximize its usefulness for the development of XR training materials. 4. The stages of development required for the production of XR training materials, including the interactions expected with the client during each stage, the information or materials required from the client at each stage, and the expected outputs or deliverables resulting from each stage of the process.
