Tenders Are Invited For Consultancy Service For A Project Endline Evaluation

Tenders are invited for Consultancy Service for a Project Endline Evaluation Introduction Cooperation Committee for Cambodia (CCC), established in 1990 and registered with the Ministry of Interior, is Cambodias longest-established and largest membership based civil society organization. As of 2025, CCC represents nearly 189 Domestic and Foreign NGOs working across diverse development sectors and geographical areas. CCC also maintains formal collaboration agreements with provincial NGO networks and engages actively with national and sub-national government institutions, development partners, civil society platforms, and the private sector. Building on its long-standing program-based approach, CCC has implemented the EU-funded project Strengthening Civil Society for Democratic and Sustainable Development in Cambodia (Phase III) for the period January 2024December 2026. The project is implemented under the NDICICSO thematic priority and contributes to strengthening an enabling environment, democratic space, and the sustainability and effectiveness of civil society organizations (CSOs) in Cambodia. Phase III is implemented in nine target provinces 1 and Phnom Penh, with interventions at national and provincial levels. The project responds to key contextual challenges, including shrinking civic space, regulatory landscape, reduced CSO funding, digital governance risks, and Cambodias transition toward Least Developed Country (LDC) graduation. As the project will conclude in December 2026, CCC intends to commission an independent endline evaluation to assess achievements, challenges, outcomes, impacts, sustainability, and lessons learned. The evaluation findings will inform accountability to the European Union, CCCs strategic planning, and the design for a new project or related interventions.
