Facilities Management Services Involving Computer Operation – Management Of The Youth Health Pass And Sud Montagne Pass Systems For Young People In Provence-Alpes-Côte Dazur Using A Digital Solution Made Available By The Region. The Consultation Is Launched In The Form Of An Open Call For Tenders In Accordance With Articles R2161-2 To R2161-5 And R.2162.1 Et Seq. Of The Public Procurement Code. The Contract Is Concluded By Means Of A Framework Agreement Setting Out All The Contractual Stipulations (Executed By Means Of Purchase Orders) And At Unit Prices With A Single Successful Bidder. The Framework Agreement Is Concluded Without Minimum. The Maximum Annual Amount Of The Framework Agreement Is 200,000 Euros Excluding Tax In Application Of Article L2113-11 Of The Ccp, The Choice Not To Award This Contract Is Justified By The Following Reason(S): The Subject Of The Contract Does Not Allow The Identification Of Distinct Services. In Fact, This Market Is Made Up Of File Processing Services And Financial Flows Between The Holder Of The Framework Agreement And Partners/Beneficiaries Of The Youth Health Pass And Sud Montagne Pass. The Holder Of The Framework Agreement Must Implement And Secure The Entire File Management And Payment Chain. The Systems Are Based On A Unique Digital Solution Requiring Centralized Management By An Operator, The Only Entry Point For Beneficiaries And Partners. The Allotment Does Not Make It Possible To Secure The Processing Of Data And Payments
