Quotation are invited for Provision of Medications · Kindly refer to the attached RFQ: · The bidder is prohibited from supplying or delivering any item that is considered not approved by the ministry of Health in Lebanon. Anera shall not pay for any item delivered that is not approved by the ministry. · · All offered items shall include the complete supply, proper packaging, and timely delivery of the medications expected by 15th of June to PRCS in full compliance with the specifications and requirements outlined below. · · The supplier shall ensure that all medications are authentic, properly labelled, and sourced from approved manufacturers, adhering to international pharmaceutical standards and local regulatory requirements. Packaging must be secure, tamper-proof, and suitable for transportation and storage, maintaining the integrity and efficacy of the medications. · · Additionally, delivery shall be conducted in accordance with the specified timelines and conditions, ensuring that all items arrive in optimal condition, free from damage or contamination, at the designated delivery locations to be identified between Beirut and/or other areas in Lebanon. Any deviation from these conditions may result in penalties or rejection of the goods as per the terms of the agreement. · · Labeling and Identification · Clear Labeling: The label should clearly indicate the medicine name, dosage, batch number, expiration date, storage conditions, and handling instructions. · Barcodes and Serialization: These are often required for traceability, especially for supply chain monitoring. · Language and Compliance: Labels must comply with local regulations in Lebanon and be available in languages in Arabic and English. · Stickers: The awarded bidder is expected to supply, deliver, print, and stick the labels herein attached in color and high resolution. · Anera logo (2x1.6cm or 2.6 cm x 3.70 cm) with not for sale written under it shall be sticked on each pack (not box nor package). · · Regulatory Compliance · Expiry date: Remaining shelf life should be a minimum of 12 months after the RFQ closing date. · Good Manufacturing Practice (GMP): Packaging must adhere to GMP guidelines, ensuring quality throughout the production process. · Child-Resistant Features: Many medicines require child-resistant closures to prevent accidental ingestion. · Compliance with Local Regulatory Bodies: Packaging must meet the requirements of regulatory agencies like the FDA, EMA, or WHO, depending on the region. · · Material Safety · Non-reactive Materials: Packaging materials should be chemically inert to avoid reactions with the medicine. · Quality Assurance: Packaging materials must undergo rigorous quality testing to ensure they maintain product safety and integrity over the shelf life. · · Sustainability Considerations · Eco-Friendly Materials: Where possible, manufacturers are encouraged to use recyclable or biodegradable materials. · Minimalist Design: Reducing excess packaging to decrease waste while maintaining product protection. · · Storage and Transport Requirements · Temperature Control: Packaging may need to support cold-chain requirements or include insulation for temperature-sensitive medicines. · Shock Absorption and Durability: Packaging should withstand handling and transportation stresses, ensuring the medicine remains intact. · · User Convenience and Accessibility · Easy-to-Open Packaging: Packaging should be designed for patient convenience, especially for elderly or disabled individuals. · Clear Dosage Instructions: Where applicable, unit-dose packaging or clearly marked dose measurements should be included to support proper usage. · · Warranty: · The awardee guarantees that goods shall be delivered professionally and in line with industry standards. Any identified deficiencies within agreed time period shall be replaced at no additional cost, ensuring the deliverables meet agreed-upon standards and scope. Confirmation of acceptance shall be a condition for the effectivity of the PO that will be signed by and between the successful Bidder and Anera. · · Qualification of the bidder: · The Bidder is expected to examine all instructions, forms, terms and specifications in the bidding documents prepared for the selection of the bidder. · Copy of Certificate of incorporation or equivalent document verifying legal status/capacity with relevant government agencies or memorandum and article of association within the resident country · Copy of TAX registration or equivalent document verifying tax submission to the designated authorities or governmental institutions; · Confirmation statement by a letter or email that your entity is not blacklisted within UN, OFAC and EU. · Offered medications of the requested materials/supplies, physical dosage properties, manufacturer name and the country of origin. · Confirmation that none of the offered medications are banned by the Ministry of Health in Lebanon. · · Failure to furnish all information required as per the bidding documents or to submit a bid not substantially responsive to the bidding documents in every respect will be at the Bidders risk and may result in bid rejection. · · Information for bidders: · The award is "Lowest Price, Technically Acceptable" (LPTA) · Your offer should take into consideration and detail any duty or VAT charges separate from the unit price item. · Anera reserves the right to accept either the entirety or a portion of your offer. This includes the option to divide the award between multiple bidders across different locations, as deemed necessary for the successful implementation of the project. · Information provided by the bidder will constitute the basis for any eventual award of contract and/or purchase order (PO). · Purchase order/contract will be awarded to the bidder for the best value of money. · Offer should be valid for at least 40 days. · · Payment Terms: · Anera Finance Regulations and Rules preclude advance payments and payment by letter of credit. The Standards payment terms are up to 30 days upon receipt of vendor invoices and proof of provision of satisfactory goods and/or service to the designated location defined by Anera. · · Transmission of offer: · Send your quotation via email to
