Tenders are invited for Provision of Group Personal Accident Insurance for Cash for Work (CFW) and Work - Based Learning (WBL) Beneficiaries Deadline: Monday, 27. Apr 2026 B1. About MDSF Michel Daher Social Foundation (MDSF) is a Lebanese NGO established in 2014 and headquartered in Zahle, Bekaa. MDSF operates across four program pillars: Healthcare & Social Wellbeing, Education & Human Empowerment, Economic Development & Livelihoods, and Community Resilience & Sustainability. B2. Project Context The My Skills My Future program, funded by UNICEF and implemented by MDSF, supports youth aged 1825 through vocational training and short-term work opportunities in Caza Zahle. Beneficiaries are engaged in agriculture, assistant nursing, and electrical works under supervised conditions. B3. Objective of the Assignment To provide Group Personal Accident Insurance coverage for all beneficiaries against work-related accidents occurring during program implementation. B4. Scope of Work / Deliverables The service provider shall: 1. Provide Group Personal Accident Insurance coverage for 102 beneficiaries (65 agriculture, 17 nursing, 20 electrical works). 2. Ensure coverage includes accidental death and permanent disability (work-related only). 3. Cover medical expenses resulting from work-related accidents. 4. Issue insurance policies and certificates for all covered individuals. 5. Handle claims processing and compensation in a timely manner. 6. Confirm in writing that coverage applies equally to Lebanese and refugee beneficiaries without exclusions. 7. Coverage duration: 40 working days (non-consecutive) for 85 beneficiaries, and 48 working days (non-consecutive) for 17 beneficiaries, over a 4-month period. Exclusions: Coverage outside working hours, transportation to/from sites, wage or income replacement, non-work incidents. Work Location(s): Combination of field sites and hospitals. Target Group: 102 beneficiaries aged 1825 (Lebanese and refugees). B5. Reporting & Supervision Reports required: Policy documents upon issuance; updated beneficiary list. Language: English (or bilingual). Submit to: MDSF Program Manager. Review period: 15 working days from submission Compliance Requirements (non-negotiable): Anti-corruption & bribery Child Safeguarding & PSEA Conflict of Interest disclosure Sanctions compliance (UN, EU, US OFAC) Data protection & confidentiality All outputs are exclusive MDSF property upon payment Sub-contracting requires prior written approval SECTION C PROPOSAL REQUIREMENTS C1. TECHNICAL PROPOSAL (Envelope 1) The Technical Proposal must include: Understanding of the Terms of Reference (ToR) Proposed Technical Approach & Methodology Detailed Work Plan with Timeline & Milestones Company Profile Copy of the ID Copy of registration / legal status documents Copy of the MOF Certificate. Do NOT include any pricing in the Technical Proposal envelope. C2. FINANCIAL PROPOSAL (Envelope 2) The Financial Proposal must include: Detailed Budget Breakdown Unit Rates for Personnel All applicable taxes stated separately Payment schedule linked to deliverables Any assumptions or exclusions clearly stated Validity: prices held firm for 90 calendar days from submission deadline Financial Proposals are opened ONLY after technical evaluation is completed and a minimum technical score of 70/100 is achieved. SECTION D EVALUATION CRITERIA (Disclosed to Proposers) TECHNICAL EVALUATION 50% of total score FINANCIAL EVALUATION 50% of total score SECTION E TERMS, CONDITIONS & DECLARATIONS Proposal Validity: Proposer must hold prices firm for 90 calendar days from submission deadline. Extension may be requested in writing with proposers agreement. Rejection Rights: MDSF reserves the right to accept or reject any or all proposals, to cancel this RFP at any stage, or to award to more than one service provider without stating reasons and without incurring liability. Confidentiality: All information provided in this RFP and received in proposals is confidential. Proposers must not disclose RFP contents or their submission to third parties without MDSFs written consent. Intellectual Property: All deliverables, reports, data, and tools produced under this assignment shall be the sole property of MDSF and the relevant donor. The service provider retains no rights to use or publish outputs without written permission. Anti-Corruption: By submitting, the proposer confirms no gift, bribe, or inducement has been offered or accepted in connection with this procurement. MDSF has a zero-tolerance policy on corruption. Conflict of Interest:The proposer confirms no undisclosed relationship exists with any MDSF staff member involved in this procurement or the assignment. A signed COI Declaration (PRC-COI-C01) must be included in the Technical Proposal. Sanctions Compliance: The proposer confirms it is not listed on the UN Consolidated Sanctions List, EU Sanctions List, US OFAC, or other applicable lists. MDSF screens all service providers prior to contract award. Child Safeguarding & PSEA: The proposer agrees to comply with MDSFs Child Safeguarding Policy and PSEA commitments throughout the assignment. All personnel deployed must be vetted accordingly. Data Protection: The proposer agrees to handle all personal data of MDSF beneficiaries and stakeholders in accordance with applicable data protection principles and MDSFs data protection guidelines. Governing Law: This procurement and any resulting contract shall be governed by the laws of Lebanon. Disputes shall be resolved first through negotiation, then mediation, and finally through competent Lebanese courts. Sub-contracting: Sub-contracting of any part of the assignment requires prior written approval from MDSF. The prime contractor remains fully responsible for all deliverables regardless of sub-contracting arrangements. Payment Terms:Payment shall be made 100% upon completion of the assignment and after final acceptance of all deliverables by MDSF. Payment will be made against an official invoice submitted by the service provider. Payment will be made via bank transfer or Telegraphic Transfer (TT) within 15 working days An 8.5% tax deduction will apply if the service provider does not provide a valid Ministry of Finance (MOF) registration, in accordance with Lebanese tax regulations.
