Request for proposals for Procurement of Solar-Powered Inverter System for Jupeb Guest House Date Added: April 21, 2026 Deadline: 15/05/2026 Category: Solar and Renewable 1. Introduction The JOINT UNIVERSITIES PRELIMINARY EXAMINATIONS BOARD (JUPEB) is a national examinations body approved by the Federal Government of Nigeria and coordinated by the University of Lagos. JUPEB operates the JUPEB Guest House at 24, McNeil Street, Sabo, Yaba, Lagos, to provide quality accommodation for staff of member universities, visitors, and official guests. To ensure reliable, uninterrupted power supply, reduce reliance on grid electricity and diesel generators, lower operational costs, and promote environmental sustainability, JUPEB invites reputable and experienced vendors/contractors to submit proposals for the design, supply, installation, testing, and commissioning of a solar-powered inverter system (hybrid solar inverter with battery storage) for the Guest House. 2. Project Objectives * Provide stable and clean backup power for essential loads (lighting, air conditioners, refrigerators, water pumps, security systems, restaurant/kitchen equipment, etc.) during grid outages. * Minimize diesel generator runtime and associated fuel/maintenance costs. * Integrate seamlessly with the existing electrical infrastructure. * Ensure long-term reliability with minimal maintenance. * Promote the use of renewable energy in line with JUPEBs sustainability goals. 3. Scope of Work The successful bidder shall be responsible for a turnkey solution including, but not limited to: * Site survey and detailed load assessment of the Guest House. * System design (hybrid solar inverter with sufficient battery autonomy minimum 812 hours for critical loads; optional solar PV array integration). * Supply of all equipment: hybrid solar inverter(s), lithium or tubular gel batteries, charge controllers (if not integrated), cabling, protections (surge arrestors, breakers, etc.), and monitoring system. * Installation, integration with existing grid and generator, and necessary electrical works. * Testing, commissioning, and training of JUPEB maintenance staff on system operation and basic troubleshooting. * Provision of comprehensive warranty and post-installation support/maintenance plan (minimum 2 years comprehensive + extended options). * Compliance with all relevant Nigerian standards (SON, NEMSA, etc.) and safety regulations. Note: The system must be hybrid (grid-tie + off-grid capable) with automatic changeover and seamless transition. Preference will be given to proposals that include a solar PV array component for daytime generation and battery charging. 4. Technical Specifications (Minimum Requirements) Vendors must propose systems meeting or exceeding the following (adjust based on actual load audit): * **Inverter:** Pure sine wave hybrid solar inverter, capacity to be determined from load audit (suggested minimum 1020 kVA or as per site assessment). High efficiency (>90%), MPPT charge controller built-in, LCD/APP monitoring. * **Battery Bank:** Lithium-ion (LiFePO4 preferred) batteries with adequate capacity for 1215 hours autonomy on critical loads. Include Battery Management System (BMS). * **Solar PV Array** (optional but encouraged): Monocrystalline or polycrystalline panels with total capacity matched to inverter and daily energy needs. * **System Features:** Overload/short-circuit protection, low-battery shutdown, automatic generator start integration (if applicable), remote monitoring via mobile app or web portal. * **Warranties:** Inverter minimum 10 years; Batteries minimum 10 years performance warranty; PV panels (if supplied) 25 years linear output. * **Certifications:** CE, IEC, SON, or equivalent. Bidders are encouraged to propose multiple options (e.g., different capacities or battery technologies) with clear pros/cons and cost implications. 5. Eligibility and Qualification Requirements Interested vendors must submit the following documents: * Company profile and evidence of registration with the Corporate Affairs Commission (CAC). * Valid tax clearance certificate and PENCOM compliance (where applicable). * Proof of similar solar inverter or hybrid solar projects executed in the last 5 years (include photos, completion certificates, or client references at least 3 projects). * Technical data sheets and brochures for proposed equipment. * Evidence of NEMSA or relevant electrical contracting license. * Bank reference or audited financial statements (last 3 years). * Health, Safety, and Environment (HSE) policy. 6. Submission Requirements Proposals must include: 1. **Technical Proposal** (detailing design, equipment specifications, methodology, work plan, and timelines). 2. **Financial Proposal** (detailed cost breakdown equipment, installation, training, warranty, annual maintenance in Nigerian Naira, VAT inclusive). Provide unit prices and total. 3. Implementation schedule (from site survey to handover). 4. Any value-added services (e.g., extended maintenance contract, performance guarantee). 7. Evaluation Criteria Proposals will be evaluated based on: * Technical compliance and quality of proposed solution (40%) * Relevant experience and references (20%) * Cost competitiveness and value for money (25%) * Timeline for completion and after-sales support (10%) * Local content and sustainability (5%) JUPEB reserves the right to accept or reject any proposal without assigning reasons. 8.
