Tenders are invited for Research on the Impact of Caritas South Sudans Work Over the Past Five Years (20212026) Objectives Evaluate changes in beneficiaries well-being. Assess effectiveness, relevance, and timeliness of interventions. Examine sustainability and community ownership. Analyze contributions to resilience, social cohesion, and peacebuilding. Review integration of cross-cutting issues (gender, protection, inclusion, conflict sensitivity). Document lessons learned, good practices, and challenges. Provide strategic recommendations for future programming. 4. Scope Geographical coverage: Malakal, Juba, Yei, Torit, Wau, Rumbek, Tambura-Yambio. Thematic coverage: humanitarian response, WASH, livelihoods/resilience, peacebuilding, education/psychosocial support. Timeframe: January 2021 April 2026. 5. Methodology Mixed-methods approach including desk reviews, key informant interviews, focus group discussions, field visits, surveys, and case studies. 6. Deliverables Inception Report Draft Report Validation workshop Final Report (with executive summary) Stand-alone executive summary (35 pages) Presentation of findings 7. Duration 810 weeks from contract signature. 8. Consultant Requirements Advanced degree in relevant field. Experience in humanitarian/development evaluations. Knowledge of South Sudan context. Familiarity with humanitarian standards (CHS, Sphere, Do No Harm). Strong analytical, writing, and facilitation skills. Fluency in English; local languages an advantage. 9. Reporting Consultant reports to CSS Executive Director, working closely with Programme and MEAL teams. 10. Ethical Considerations Informed consent Confidentiality Do No Harm principle Safeguarding standards (including child protection and PSEAH) Gender-sensitive, inclusive, culturally appropriate approaches 11. Budget Based on consultants technical and financial proposal, covering all costs. 12. Use of Findings Strategic planning Accountability Advocacy Programme improvement and innovation 13. Application Procedure Applications must be submitted in hard copy to CSS National Office in Juba within one week of advertisement. Late submissions not considered.
