Expression of Interest for Legal Advice in Relation to Dutch Employment and Labour Law. Start date for expression of interest: 20/04/2026 Europe/Brussels Deadline for expression of interest: 06/05/2026 03:29 Europe/Amsterdam Description: The European Medicines Agency (hereinafter referred to as the Agency or EMA) intends to procure legal advisory services in relation to Dutch employment and labour law. The Agency is planning to establish a multiple framework contract in cascade with a maximum indicative budget of 120,000.00. The Agency wishes to appoint two service providers in cascade for an initial period of one year, with three possible renewals, each of twelve months (4 years in total). Implementation of the contract is expected to start in September 2026. The scope of this contract shall be to facilitate recourse to legal advice from a law firm, which holds particular knowledge in all areas of Dutch employment and labour law. It is underlined that the provision of legal advice in relation to the EU Staff Regulations is not included in the scope of this procurement procedure. The legal services which may be required will normally be provided at the premises of the law firm. However, some attendance outside the premises of the law firm may also be required. The following minimum technical requirements shall apply to this framework contract: Compliance with applicable environmental, social and labour law obligations established by Union law, national legislation, collective agreements or the international environmental, social and labour conventions listed in Annex X to Directive 2014/24/EU; The working language of the Agency is English and the contractor must confirm that it will be able to communicate with the Agency in English for seamless implementation and execution of all the services covered within the scope of the contract, including responsibilities resulting from regulatory requirements such as Health and Safety and Data Protection, as well as for the efficient and timely response in respect to contract management. Processing of personal data in connection with this service must comply with EU data protection legislation, in particular, Regulation (EU) 2016/679 (General Data Protection Regulation). Interested economic operators should comply, at least, with the following criteria: All tenderers must have authorisation to perform the contract under national law. The annual turnover of the tenderer must be a minimum value of EUR 60,000.00 for each of the last two financial years. All tenderers and the assigned lawyers must not be subject to conflicting interest which may negatively affect the contract performance. It follows that the tenderer shall not be in any situation that could compromise the impartial and objective performance of the contract with regard to the rendition of legal advice. Tenderers must comply with the conflict of interest and professional ethics rules governing the legal profession in the Netherlands. Relevant professional qualifications and experience of a minimum of two lawyers to be assigned to the Agency with a combined minimum of five years experience (having at least one lawyer meeting a minimum requirement of three years experience) in handling matters relating to Dutch employment and labour law and who are registered with the Dutch Bar. All legal entities registered in the EU and all natural persons having their domicile in the EU who are interested in providing the services described above should express their interest via EU Funding & Tenders Portal.
