Tenders are invited for Rapporteur MMC Nairobi Policy Dialogue on Mobility, Environment and Climate Change Closing Date: 4 May 2026 Type: Consultancy Who is the Danish Refugee Council? Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence. MMC is a knowledge centre engaged in data collection, research, analysis, and policy and programmatic development on mixed migration. MMC has regional hubs hosted in Africa, Asia, Europe and Latin America, with a global team headquartered in Geneva, Switzerland, and based in several countries worldwide. MMC is a leading source for independent and high-quality data, research, analysis and expertise. MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. For more information on MMC visit our website (https://mixedmigration.org/) Purpose of the consultancy The Mixed Migration Centre (MMC) Eastern and Southern Africa, Egypt, and Yemen hub, based in Nairobi, seeks to hire qualified professional rapporteurs during the two-day Policy Dialogue (set to take place on the 3rd and 4th June 2026 in Nairobi) to produce a comprehensive report and roadmap document synthesizing the key discussions, insights, recommendations, commitments, and proposed follow-up actions into a succinct report with annexes. Background The Mixed Migration Centre is organizing a two-day, high-level policy dialogue conference in Nairobi to: Enhance multi-level policy coherence by connecting local, national, and regional actors to align strategies on mobility, climate adaptation, and disaster preparedness Strengthen evidence-based decision-making by synthesizing lessons, best practices, and emerging challenges in climate-related mobility across the East and Horn of Africa Foster coordination for continuous policy dialogues, knowledge exchange, and coordinated action among governments, regional institutions, CSOs, and international partners Explore concrete and actionable policy recommendations for national, regional and development partners to operationalize the nexus response This policy dialogue is part of the Managing the impacts of environmental change and conflict on mobility in Eastern Africa through evidence-based inclusive policy dialogue and collaborative actions (MECMEA) project. The Policy Dialogue aims to connect stakeholders at every level to strengthen cooperation and policy coherence on mobility, environmental disaster preparedness, and climate change adaptation. It will provide a platform for knowledge exchange, identifying challenges, and sharing good practices, while building the capacity of stakeholders to respond effectively to climate-related mobility issues. The dialogue will produce actionable recommendations and establish a multi-stakeholder platform for continued collaboration, ensuring that local, national, and regional responses are integrated, inclusive, and evidence based. Ultimately, the dialogue aims to enhance resilience, promote sustainable approaches, and support informed decision-making at the intersection of mobility and climate in the East and Horn of Africa. Objective of the consultancy The specific objectives are: Take accurate and structured, notes capturing: Key messages, evidence, and insights shared by speakers and participants, Policy gaps and challenges discussed, Proposed solutions, innovations, and opportunities, points of consensus and divergence, commitments, action points, and follow-up needs. Capture both formal presentations and interactive session contributions. Develop a comprehensive, well-structured roadmap document on next steps/ recommendations with a timeline or proposed framework for continued engagement. Produce a final report that includes: an executive summary, context and framing of the policy dialogue, thematic summaries for all sessions, analysis of key policy recommendations and practical and actionable next steps discussed by stakeholders. Integrate feedback from the MMC team and key stakeholders involved in the policy dialogue and revise accordingly. Deliverables and Timeline The Consultant will submit the following deliverables as mentioned below: Phase Expected Deliverables Indicative description tasks Maximum expected timeframe Task 1 Preparation and Rapporteurship Review background materials and align expectations with MMC Participate as rapporteur during the two-day workshop Capture structured session notes and key discussions 4 days Task 2 Drafting of Deliverables Prepare a structured report from all sessions (max. 8 pages) Develop the draft Roadmap document (max. 8 pages) Provide cleaned and organized session notes/annotated transcripts Submit draft versions for review by email on a Word, document 5 days Task 3 Revision Following First Review Incorporate feedback from MMC and stakeholders Submit revised versions of report and roadmap 2 days Task 4 Finalization and Submission Incorporate final round of feedback Submit final report and roadmap Submit digital folder with all deliverables and supporting materials 2 days The Consultant will provide the documentationby email on a Word, PDF document and link format. Duration and Payment The assignment period shall run from 15th May to 25th July 2026, spread out during which time the consultant will be working for a total of 13 days. The consultant shall be prepared to complete the assignment no later than 25th July 2026. Payments: Payment 1: 50% once Task 2 is satisfactorily completed Payment 2: 50% once Tasks 3 and 4 are satisfactorily completed Proposed Composition of Team Just one person is expected to take on the role of Rapporteur and to prepare the deliverables. That said, if additional team member support is foreseen, it will need to be fully justified in the proposal. Eligibility, qualification, and experience required Essential: Qualifications: Consultants should have a bachelors degree and post-graduate degree in International or Sustainable Development, Forced Migration or Migration, Climate Resilience, or any other related area of study within the social sciences. Experience: At least five (5) years of experience doing rapporteur assignments. Proven experience in rapporteurship for high-level policy dialogues, conferences, or technical workshops. Demonstrate understanding of migration, climate change, environmental mobility, resilience, or related policy areas (experience in East and Horn of Africa is an added advantage) Have a good track record in serving International Organizations, Embassies, Missions and Medium to Large Multinational Corporations and experience working with MMC is a plus Should be able to deliver highquality rapporteurship services during highprofile conferences and meetings, including accurately capturing keynote addresses, panel discussions, and thematic sessions, and producing clear, wellstructured reports, summaries, or briefs as required. Skills and Knowledge: Proven research skills and experience in mixed migration and regular/irregular migration Strong skills in analytical writing, synthesis, and documentation of multi-stakeholder discussions. Able to guarantee the delivery of services in accordance with performance standards required in the Scope of Work. Availability and flexibility for the duration of the assignment. Should have all necessary tools and equipment such as laptops, audio recording devices (where permitted), and note taking software and must conduct a pre-event readiness check to ensure the ability to capture proceedings efficiently on the day of the event. Language requirements: Excellent command of written English with ability to produce clear, concise, and well-organized content. Technical supervision The selected consultant will work under the supervision of: Regional Head of MMC and MMC Research Specialist. Location and support Most coordination with MMC will take place virtually through bi-weekly calls and weekly update emails. That said, the policy dialogue will take place in Nairobi and so the consultant is expected to be based in or near Nairobi. The Consultant will be solely responsible for having their own IT equipment, including a computer, mobile telephone/s, and any other required electronic equipment for themselves and any team members. Travel Travel to the event location for the two days will be required, the consultant will be responsible for arranging and covering their own logistics, and these costs should be factored into their financial proposal.
