Tenders are invited for Consultant Services for the Eastern Region Agricultural Value Chain Development Project Baseline Study Establishes baseline values to validate the project targets outlined in the Results Management Framework and, where relevant, recommends additional Key Performance Indicators (KPIs) to strengthen performance monitoring and ensure alignment with project objectives. Produces a concise, high-quality Baseline Report and data base suitable to inform the Government of Angola, the AFBD, Development Partners and other stakeholders. The Baseline will collect qualitative and quantitative data at the onset of the Project to establish pre-Project conditions, based on the indicators outlined in the Project Results Management Framework in annex. Validate project targets and propose additional KPIs for the ERAVCDP if necessary. These baseline values, disaggregated by gender, youth and other relevant clusters, will serve as the reference point against which future changes in the Projects target indicators will be measured. Play a critical role in defining the initial characteristics and conditions of the projects target population, as well as the availability and quality of agricultural services at the outset. These baseline measurements will form the essential reference point for project planning, monitoring, and evaluation, enabling meaningful comparison over time and supporting evidence-based decision making throughout the ERAVCDP implementation period.
