The Subject Of The Public Procurement Is Development Of A Plan For Sustainable Urban Mobility Of The City Of Pleven (Pugm). The Plan For Sustainable Urban Mobility Is A Strategic Planning Document Ensuring Integrated, Long-Term And Sustainable Development Of The Transport System Of The City Of Pleven And Its Functionally Related Territory. It Is Intended To Satisfy The Mobility Needs Of People And Businesses In Cities And Their Surroundings, For A Better Quality Of Life. It Builds On Existing Planning Practices And Pays Due Attention To Integration, Participation And Evaluation Principles. The Main Goal Of The Project Is To Achieve Sustainable Urban Mobility By Providing Ecological Rolling Stock And Charging Stations To Strengthen Connections Between The City And Small Settlements, Improve The Quality Of Transport Services, Effectively And Adequately Manage Traffic With The Introduction Of Intelligent Transport Systems And Improve Road Safety. The Plan For Sustainable Urban Mobility (Sump) Of Pleven Should Be Developed For A Period (2026-2036) And Be Consistent With The New Requirements For Strategic Planning Of Regional And Spatial Development. The Plan Should Be Developed In Accordance With The Defined Priorities And Measures For The Development Of The City Listed In The Relevant Strategic Development Documents. Activities Related To The Development Of Sustainable Mobility Should Be Designed And Implemented With Strict Consideration And Provision Of All Necessary Traffic Safety Measures With A Focus On The Most Vulnerable Participants - Pedestrians And Cyclists. The Plan Must Comply With The Requirements Of Art. 8 Para. 5 Of Ordinance No. Rd-02-20-2 Of December 10, 2017 For Planning And Designing The Communication-Transportation System Of The Urbanized Territories. The Implementation Of The Subject Of The Public Procurement Should Be Carried Out In Full Accordance With The Technical Specification Proposed By The Contracting Authority.​​​​​​​​​​​​
