That, The General Directorate Of Water, Hereinafter D.G.A., In Accordance With The Provisions Established In The Water Code, Is The State Agency In Charge Of Maintaining And Operating The Safeguarding Of All Documents, Through The Administration Unit And General Secretariat, Of The General Directorate Of Water, Valparaíso Region, Among Other Functions, Being Able To Execute All Acts And Contracts Necessary To Fulfill The Objectives Entrusted To It. 2. That, Thus, The Contracting Of The Provision Of Services Called “Complete Cleaning Service In Dependences Of The General Directorate Of Water, For The Period From May 2026 To April 2028”, Is Essential To Comply With The Tasks Of The General Directorate Of Water. 3. That, As A Result Of The Above, Through Resolution D.G.A Exempt Region Of Valparaíso No. 166 Of January 30, 2026, The Administrative, Technical Bases And Annexes Were Approved; And An Evaluation Commission Was Appointed For The Aforementioned Process, Being Published In The State Purchasing And Contracting Information And Management System, Www.Mercadopublico.Cl Under Id 894-1-Le26. In This Way, In Compliance With The Call For Public Bidding, For The Provision Of Services Called “Complete Cleaning Service In Dependencies Of The General Direction Of Water, For The Period From April 2026 To March 2028”, 4. That, For The Bidding Process Id 894-1-Le26 Indicated In The Preceding Considering, There Was Only One Bidder, Which Did Not Comply With The Mandatory Site Visit, Automatically Leaving Itself Out Of The Process. 5. That, As A Result Of The Above, The D.G.A. Has Deemed It Necessary To Call For Private Bidding, For The Provision Of Services Called “Complete Cleaning Service In Dependences Of The General Direction Of Water, For The Period From May 2026 To April 2028”, Which Is Essential For The Fulfillment Of The Tasks Of The General Directorate Of Water. 6. That, The Required Provision Of Services Is Not Available In The Electronic Catalog Of The Current Framework Agreement Of The Public Procurement And Contracting Directorate, Hereinafter, Chilecompra Directorate Or Dccp, As Recorded In The Information System Www.Mercadopublico.Cl, Making It Appropriate To Call For Private Bidding, In Accordance With The Provisions Of Current Regulations And, Given The Amount, It Does Not Require The Decision Process Before The Comptroller General Of The Republic. 7. That, The Execution Of The Project Associated With The Private Tender Called “Complete Cleaning Service In Dependences Of The General Direction Of Water, For The Period From May 2026 To April 2028”, Is Essential To Comply With The Tasks Of The General Directorate Of Water. 3 8. That The Required Service Is Not Possible To Execute With The Human And Material Resources Of The Service. 9. That, The Platform Of The Information System Of The Public Procurement And Contracting Directorate Was Reviewed, So It Is Not Possible To Use The Published Standard Bases Given That The Product Being Tendered Does Not Correspond To The Bases Approved By The Public Procurement And Contracting Directorate. 10. That, The General Directorate Of Water Has Sufficient Budgetary Availability To Finance The Acquisition Of The Instrument That Is Being Tendered.
