Work Detail

The City Of Salmon Arm Is Inviting Proposals From Qualified Consulting Firms To Provide Engineering Design Services For Two High-Priority Active Transportation Projects: The Downtown To Uptown Connector – Phase 2 And The 30 St School Connector. The Successful Proponent Will Be Responsible For Reviewing Existing Corridor Conditions, Identifying Alignment Constraints, And Preparing Both Conceptual Design Options And A Tender-Ready Detailed Design Package For Specified Segments.The Project Is Split Into Three Distinct Work Areas Across The Two Project Corridors:Project A: Downtown To Uptown Connector Phase 2 (Atnp Project B)This Project Continues The Work Of The 2022 Downtown To Uptown Connector Study, Linking The Newly Completed Phase 1 Infrastructure To The City’S Downtown Core. This Corridor Is A High-Priority Route For Pedestrians And Cyclists, Particularly Students Attending Salmon Arm Secondary. The Project Is Split Into Two Distinct Work Areas With Varying Levels Of Design Requirements.Conceptual Design – 11 Avenue Ne From 20 Street Ne To 30 Street Ne:This Portion Of The Project Will Evaluate Routing Options, Preferred Facility Types, Cross-Sections, And Class D-Level Cost Opinions For The Connector As It Extends East Toward 30 Street Ne. A Topographic Survey Is Required For This Segment To Accurately Document Existing Surface Features And Constraints. Conceptual Effort At The 30 Street Ne Intersection Will Require A Tie-In To An Existing Detailed Roundabout Design Which Will Be Provided To The Winning Proponent. Design Development Will Utilize A Combination Of The New Survey Data, Desktop Information, And Relevant Guidance From The Active Transportation Network Plan.Conceptual And Detailed Design – 6 Avenue Ne From Mcguire Lake To 16 Street Ne:This Component Will Begin With A Conceptual Assessment Of Alignment And Facility Options Before Advancing To Detailed Design. The Design Area Extends From The Phase 1 Tie-In At 16 Street Ne West To The 6 Avenue Ne / 10 Street Ne Intersection, Then Continues South Along 10 Street Ne To One Of Two Existing Crosswalks At Mcguire Lake. This Section Will Require Full Topographic Survey And Development Of A Tender-Ready Design Package, Including Drawings, Specifications, And A Class A Cost Estimate By October, For 2026 Budgeting Purposes. Known Constraints Include Narrow Boulevard Widths And Significant Parking Demand Adjacent To The Secondary School. Proponents Should Allow For Providing A Legal Plan To Define The Extent Of Any Required Road Dedication Or Statutory Right-Of-Way In This Area, Along With Stakeholder Engagement Where Necessary. Project B: 30 St School Connector (Atnp Project I)The 30 St Connector Is A High-Priority Corridor Identified In The 2024 Active Transportation Network Plan (Atnp). This Project Creates A Vital North-South Link Across The Trans-Canada Highway, Connecting The Northeast And Southeast Sectors Of The City. The Route Serves Four Major Schools Along With The Sascu Sports Complex, Multiple Churches, Residential Areas And High-Density Mobile Home Parks.30 Street Ne Is A High-Volume Arterial Roadway And Defined Truck Route. The Roadway Connects Residential And Commercial Areas And Has Four Schools Located On The Corridor Resulting In High Volume Of Student Commuters And Recreational Traffic. The City Requires A Safe, Continuous Multi-Use Pathway Designed Around All Age And User Groups. The Successful Proponent Will Advance The Design To A 70% Issued For Review Level. Proponents Must Conduct A Topographic Survey Of The Corridor To Identify Critical Constraints, Particularly At Intersection Tie-Ins, Utility Pinch Points, And The Urban To Rural Arterial Transition. The Design Should Allow For Easy Transition To The Full Buildout Of A 4-Lane Arterial Roadway, But The City Is Open To Alternative Cross-Sections From The Rd-4 Subdivision And Development Servicing Bylaw Standard. Works Will Include:70% Detailed Design – 20 Ave Ne To 20 Ave Se: This Project Involves Designing A Consistent Mup Along 30 St Ne/Se. The Corridor Is Designated As An Arterial Road But Presents A Transition From Urban Arterial To Rural Arterial At The 10 Ave Se Intersection (Locally Known As The Five Corners Intersection). The Design Must Manage The Transition Where 30 St Se Continues Toward Auto Road While Maintaining Clear, Safe Routing For Active Transportation Users.Infrastructure & Utility Integration:The Design Must Navigate Existing Constraints, Including Varying Pedestrian Standards, Major Utilities (Overhead Hydro, Storm, Sanitary, And Water), And The Integration Of Bus Stops And Canada Post Pull-Outs. Proponents Must Ensure Safety And Continuity As The Facility Traverses The Trans-Canada Highway. In Addition To Surface Treatments, The Proponent Must Include An Analysis/Feasibility Study For A Potential Pedestrian Underpass Across The Tch To Provide A Fully Separated Crossing Solution.Roundabout Integration: The City Will Provide The Successful Proponent With The Detailed Roundabout Design For The Intersection At 11 Avenue Ne And 30 Street Ne. The Proponent Is Responsible For Reviewing The Design And Ensuring The Proposed 30 St Mup Transitions Seamlessly Into The Planned Infrastructure. School & Recreational Safety: The Design Must Prioritize The Safety Of Student And Recreational Commuters By Adhering To All Ages And Abilities (Aaa) Standards As Defined In The Bc Active Transportation Design Guide. Proponents Will Be Required To Develop Context-Sensitive Treatments That Mitigate Conflicts At School Drop-Off Zones And High-Traffic Intersections.
