The Employment Area Of Etelä-Häme (Hereinafter The Procurement Unit Or The Client Requests Bids) Requests Bids For Job-Oriented Training For Long-Term Unemployed People In Accordance With The Request For Tenders And Its Attachments (Hereinafter The Object Of Procurement). The Job-Oriented Training That Is The Object Of Procurement Is An Individual And Goal-Oriented Service For Customers Who Have Been Unemployed For More Than A Year. The Aim Of The Training Is To Support The Client Towards Employment By Strengthening Job Search Capabilities, Clarifying Goals And Building A Concrete Path To Progress. The Service To Be Procured Is A Service In Accordance With Cpv Code 79611000-0 (Job Search Services), Which Is Regulated In § 107 Of The Procurement Act (1397/2016) (Regulations Applicable To The Procurement Of Social And Health Services And Other Special Services. Act 25 According To §, The National Threshold Value Of The Social And Health Services Referred To In Section E 1-4 Is 400,000 Euros Without Vat. The Estimated Value Of This Procurement Is Below The Set National Threshold Value, And The Procurement Act (1397/2016) Does Not Apply To It. The Procurement Procedure Is An Open Procedure. The Procurement Unit Reserves The Right To Choose Fewer Than Three (3) Service Providers, If Not Enough Acceptable Offers Are Received. The Procurement Is Conducted As A Reverse Tender, In Which The Procurement Unit Has Determined A Ceiling Price For The Procurement And The Comparison Of Offers Is Based On Qualitative Aspects. In This Procurement, Quality Is Used As The Basis For The Overall Economic Advantage. The Qualitative Evaluation Criteria Are Presented In The Tender Documents. The Contract Period Is Described In The Appendix. The Contract Period Is 01.06.2026-31.12.2027. The Contract Includes The Possibility Of Two (1) Years The Option Period Refers To The Possibility Of Extending The Contract For Each Option Period, If Neither Party Terminates The Contract At The Latest Two (2) Months Before The Start Of Each Option Period. The Offer Is Binding And Must Be Prepared In Finnish.
