Oulun Tilapalvelut Business Institution Is Looking For A Service Provider To Implement A Rental System For Use By Oulun Tilapalvelut For Rent Control And External Renting As Well As For Managing External And Internal Leases. The Rental System Will Function As A Master Data Location For The City Of Oulus Properties, From Where The Information Will Be Transferred To The Maintenance Book For The Maintenance Of The Properties As A Proxy For The Integration Being Built. This Call For Tenders Defines The Suitability Requirements And System Features Required Of The Rental System And The Provider Of The System In Question. If Some Of The Required System Features Are Missing Or Are Still In The Development Phase, The Provider Prepares A Separate System Development Plan. At Least 80% Of The Features Required Of The System Must Be Met During The Offer Submission Phase. The Requirement Is Checked In The Form Filled Out By The Bidder (Appendix 2, Checklist). In Addition, The Bidder Presents A Development Plan For The Missing System Features In A Separate Usability Testing Event. The Subscribers Current Rental System Is Haahtelas Real Estate Information. If The Service Provider Changes, The History Of The Rental System And The Transfer Of Other Historical Data Will Be Done In Cooperation With The Subscriber And The New Service Provider. Transferring The Data To The Rental System Is Done During The Implementation Project. The New Service Provider Is Responsible For The Data Transfer And The Subscriber Is Responsible For The Correctness Of The Transferred Data. The Supplier Must Ensure That The Master Data, Which Comprises The Basic Information Of The Properties, Is Transferred To The Property Information System First. The Data Transfer Must Take Place In Such A Way That The Structure And Naming Of The Transferred Files Remains The Same. Data Information Must Be Transferred To The Rental System Within Seven (7) Months Of Signing The Contract. If The Data Transfer Is Delayed By The Subscriber Or A Third Party, The Service Provider Is Not Responsible For Such A Delay. The Offer Must Include All Possible Costs Arising From The Implementation Of The Service. The Service Provider Is Only Paid According To The Offered Prices. Also, Separate Service Fees For The Required Features Are Not Paid, But The System Must Operate At The Monthly Prices Given For All The Required Features, And Any Service Packages Are Included In The Prices If They Achieve The Required Features. If The Customer Needs Expert Work In The Future, They Will Be Invoiced According To The Unit Prices Offered By The Provider. Expert Work Is, For Example, Separate Trainings. When Leaving The Offer, The Offeror Undertakes To Cooperate With The New Service Provider After The Termination Of The Contract, So That The Necessary Information Can Be Transferred To The Next Service Providers System. The Assistance Obligation Is Included In The Monthly Price. The Contract Is Tentatively Concluded For A Fixed Period From 1 August 2026 To 31 July 2030.
