Quotation are invited for Appointment of a Service Provider for the Town Planner for the Rezoning, Subdivision and Consolidation of Portion 2 of Erf 216 and Erven 217 and 218 Parktow SCOPE OF THE PROCUREMENT: The services and/or goods required are: A town planner is expected to consolidate Portion 2 of Erf 216 and Erf 217 and Erf 218 Parktown and rezone from parking to residential 4, and the scope of works includes amongst other things the following: a. To obtain approval for the subdivision of Erven 217 and 218 Parktown to exclude portions of the properties designated for the road, and this entails : i. Preparation of the subdivision application. ii. Submission of the subdivision application to CoJ Development Planning. iii.Conduct a cadastral survey of the properties iv.Obtain subdivision approval from CoJ Development Planning b. To obtain SG Diagrams approvals through a land surveyor and this includes i. Surveying of the proposed properties to be subdivided to exclude portions of the properties designated for roads. ii. Draw a diagram of the proposed subdivision iii. Lodging of the SG diagrams for the proposed new properties (from sub division) to the Surveyor General for approval. c. Registration of the approved subdivided properties as separate properties at Deeds office and this entails the following : i. The drafting of the subdivision application in accordance with the applicable Deeds Registers Act and in terms of conditions of the subdivision approval and approved subdivision diagrams ii. Registration of the subdivision at the Deeds Office. iii. Issuing of new title deeds for the individual stands d. To obtain approval for the consolidation of Portion 2 of Erf 216 Parktown and Portions of Erven 217 and 218 Parktown , and this entails : v. Preparation of the consolidation application. vi. Submission of the consolidation application to CoJ Development Planning. vii.Conduct a cadastral survey of the properties viii.Obtain consolidation approval from CoJ Development Planning e. To obtain SG Diagrams approvals through a land surveyor and this includes iv. Surveying of the proposed consolidated properties v. Draw a diagram of the proposed new property vi. Lodging of the SG diagrams for the proposed new property to the Surveyor General for approval. f. Registration of the consolidation at Deeds office and this entails the following : iv. The drafting of the consolidation application in terms of Section 40 (3) of the Act together with the certificate of consolidated title in accordance with the terms and conditions of the consolidation approval and approved consolidated diagram v. Registration of the consolidation at the Deeds Office. g. Rezoning of Portion 2 of Erf 216 and Portions of erven 217 and 218 Parktown from Municipal to special, with condition that the owner must obtain municipal consent for any other use not specified in the approved special use zoning, and this entails the following : h. Preparation, coordination and submission of a rezoning application in line with the Municipal Planning By-Law and the Spatial Planning and Land Use Management Act (SPLUMA). This includes the undertaking and compilation of all supporting technical studies/ investigations required to substantiate the rezoning application including but not limited to : Traffic Impact Assessment and Site Traffic Assessment report. Electricity capacity report. Comprehensive Outline Services Scheme report incorporating Storm water Management Plan. Site Development Plan addressing parking and vehicle manoeuvring i. Public Participation Process in line with the Municipal Planning By-Law and the Spatial Planning and Land Use Management Act (SPLUMA) ii. Coordinating the input of the specialists to ensure compliance with all the statutory requirements iii. Liaising with the relevant Municipal departments and external service providers iv. Managing the submission including responses to requests for clarification or further information until the application is formally approved v. Municipal Tribunal (if required) vi. Obtain rezoning approval vii. Promulgation of rights COMPULSORY BRIEFING SESSION Time: 10:00 am Date: 20 April 2026 Venue: JPC Forum 1: Ubuntu Boardroom DISQUALIFICATION CRITERIA a. One of the Directors of the Bidding entity must be registered as a Professional Planner with the South African Council of Planners. b. Non-attendance of the compulsory briefing session c. The bidding entity must provide 10 x town planning approvals obtained from any Municipality within the Republic of South Africa from the past 5 years with 10 x supporting Letters of appointment or Purchase Orders (POs) NB: only the first 10 town planning approvals and Letters of appointment or Purchase Orders (Pos) will be considered AND any letter of appointment with no supporting town planning approvals will not be considered and vice versa) Tender Link : https://jhbproperty.co.za/supply-chain-management-scm/rfqs/
