Quotation are invited for TERMS OF REFERENCE (TOR) for Designing of a Solar- Energy System for Renk Urban Water Treatment Plant, Upper Nile State, Consultancy for the Design of a Solar-Powered Energy System for Renk Urban Water Treatment Plant, Upper Nile State, South Sudan. Background and Justification Renk Town, in Upper Nile State, has become a critical humanitarian and transit hub amid the ongoing crisis in Sudan. The influx of returnees, refugees, and vulnerable populations has placed significant pressure on already fragile water supply systems. This water supply system plays a vital role in ensuring access to safe, potable water for host communities and displaced populations. However, the system is currently heavily dependent on the grid system from Sudan, which has frequent blackouts affecting the constant water supply system. An additional diesel-powered generator in the treatment presents a challenge, including the high cost of diesel fuel; therefore, Malterser International proposes to provide a solar system that either covers 100% the energy needs or partially at 60% or 70% of the energy plants needs. To ensure that this is realized Malteser International plans to outsource competent companies that can design effective and cost-efficient system that either partially or fully meet the energy needs of the Renk Water supply treatment plant. This consultancy is therefore commissioned to design optimized solar energy systems under multiple scenarios to guide investment decisions and implementation. Overall Objective of the Consultancy To develop technically sound, cost-effective, and sustainable solar energy system designs for the Renk Urban Water Treatment Plant. Specific Objectives Design three solar PV system options with integrated battery storage Provide detailed technical specifications and system configurations. Develop comprehensive Bills of Quantities (BOQs) for each option and with itemized costs Prepare a bill of quantity for the supervision of works Scope of Work: Design solar systems with three options, considering the load requirements per option as well as the layout of the solar power plant. Considering critical loads, that is, pumping, system and administrative or auxiliary loads. The consultant is also required to include details on PV system configuration and layout, Inverter configuration, Battery system design, Hybrid integration with a diesel generator and the grid system. Prepare three separates detailed BOQs, each including Solar PV modules, inverters, and controllers, Battery systems, Mounting structures, Electrical components, Civil works, Installation, transport and logistics to Renk.
