Tenders are invited for International Consultant to Prepare an Assessment and Gap Analysis Report on Enhanced Migration Data, Collection, Processing and Sharing in the Republic of Armenia. International Consultant CC-2026-07. Closing Date: 3 May 2026 Type: Consultancy Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: International Consultant to prepare an assessment and gap analysis report on enhanced migration data, collection, processing and sharing in the Republic of Armenia. Category B Consultancy Background of the activity: Armenia is among the 152 Member States that endorsed the Global Compact for Safe, Orderly and Regular Migration (GCM). To advance its commitments, in December 2024, Armenia initiated the development of a comprehensive Migration Strategy grounded in a wholeofgovernment and wholeofsociety approach, integrating diverse data sources and insights on migration trends. Armenia has also demonstrated continued engagement in global migration processes through its voluntary GCM contributions submitted in 2020 and prior to the 2022 International Migration Review Forum (IMRF) and plans to submit another contribution ahead of the 2026 IMRF. Even though there was meaningful progress in strengthening migration statistics, Armenia continues to face significant data challenges that hinder evidencebased policymaking and effective migration governance. Fragmented data systems, inconsistent methodologies, varying definitions and incomplete or inaccessible datasets complicate the ability to develop coherent migration policies. Coordination across institutions remains limited and administrative data sources, particularly for tracking migration flows and temporary mobility are underdeveloped. These gaps became especially visible during the formulation of new migration policies in 20232024 and in response to recent refugee inflows and internal mobility trends, which required data extraction from multiple, unaligned systems. The project aims to enhance Armenias capacity to monitor GCM implementation and strengthen migration governance by establishing a cohesive, efficient system for migration and temporary mobility data. This will involve supporting State institutions, particularly ArmStat and the Migration and Citizenship Service (MCS) of the Ministry of Internal Affairs, to adopt standardized methodologies aligned with European and international standards. Project outputs include: developing a unified methodology for collecting disaggregated migration data; building the capacity of relevant agencies through a gendersensitive training curriculum; improving institutional ability to produce and use migration data, including for voluntary GCM reporting and establishing a national coordination framework for data exchange. Core Functions / Responsibilities: Under the overall supervision of the Head of Office and the direct supervision of the Project Coordinator, as well as in close cooperation with relevant stakeholders and the Local Consultant working in the Project, the international consultant will perform the following tasks: Design the methodology for the needs and gaps assessment of the existing migration data collection and sharing practices ; Conduct desk-research of available literature, data and resources ; Design the questionnaire for the data collection and sharing practices in coordination with IOM Armenia and RO Europe and Central Asia (RO ECA); Implement consultations with main stakeholders conducting (online) interviews with identified European or Armenian agencies, as well as other relevant international stakeholders (the list of interviewees to be developed jointly with IOM); Study the migration data collection and sharing best practices and requirements developed by other EU and/or EU candidate countries; Analyze the information and produce draft needs and gaps assessment report; Prepare a final report with needs and gaps analyzed and recommendations provided in coordination with IOM Armenia and RO ECA; Present reports key findings in the workshop in Armenia; Based on the report, develop training curriculum for capacity building of national stakeholders. Periodically report on implementation of the activities and results achieved during the consultancy period; Meet the deadlines set for the assignments; Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline: Deliverable 1 (by email) Developed needs and gap assessment methodology, including: Detailed description of assessment methodology (e.g. desk research, Key Informant Interviews (KIIs), Detailed action plan with key activities and timing, List of documents for the desk research, List of stakeholders/institutions for interviews/FGDs, Needs and gap assessment questionnaires for interviews/FGDs; Deliverable 2 (by email) Draft Needs and Gap Assessment Report outlining key findings and analysis (to be further incorporated in the final report). Deliverable 3 (by email) Final Needs and Gaps Assessment Report (in English) with following structure and annexes: List of abbreviations Introduction Methodology of needs and gaps assessment Key findings Findings and data analysis Conclusions and recommendations List of documents studied List of stakeholders consulted/interviewed Needs and gaps assessment questionnaire(s) Deliverable 4 (by email) Development of training curriculum. The training curriculum must identify all the key findings of the report and cover enhanced migration data management standards, methodologies, requirements in line with international and EU standards. Performance indicators for the evaluation of results The Consultant Evaluation will be carried out based on the following indicators: Understanding of the scope of the assignment. Professional competence and mastery of the subject matter of the consultancy. Written and verbal communication skills, including report writing. Delivering results consistent with the agreed Terms of Reference. Accurately judging the amount of time and resources needed to accomplish a task. Upholding and demonstrating IOM values and core competencies in the daily consultancy activities. Required Qualifications and Experience Education Advanced university degree (Masters Degree or above) in International Relations, Migration, Public Administration, Public Policy or other relevant fields. Experience At least 5 years of proven experience in the area of development of national policies, particularly in the field of migration data management. Experience in EU or EU candidate countries is a strong asset. Previous experience in development of migration data management framework, particularly those related to international and EU standards. Experience in working with public administrations, NGOs, local authorities and institutions/ organizations working on areas of migration and temporary mobility data collection and protection at the national and/or international level. Experience in working with international organizations and UN agencies is an advantage. Experience in working in Armenia or in the region is preferrable. Languages Fluency in English is required (oral and written). Working level of Russian is desirable. Travel required Yes, to present the assessment results during the training (subject to need for in-person participation). Other IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
