Tenders are invited for Consultancy: Evaluation of Irelands Civil Society Partnership Closing Date: 7 May 2026 Type: Consultancy Concern Worldwide invites proposals from qualified consultants to undertake an external, independent evaluation of programmes funded under Irelands Civil Society Partnership (ICSP) for A Better World scheme. The ICSP is a five-year funding mechanism (20232027) supporting 10 Irish civil society organisations and contributing to Irelands overseas development policy. Concern implements its ICSP programme in 22 countries. It is a requirement of the ICSP scheme to conduct an external, independent evaluation of programmes funded under the scheme. The evaluation will be conducted in Year 4 (2026) and will adopt a cross-sectional, theory-based approach, assessing programme performance and emerging outcomes across the period 20232026. Deliverables and timeline The evaluation must be completed by 30 November 2026. Key milestones include: Inception report June 2026. Country-level evaluations (minimum of 5) by 30 September 2026. Validation workshop October 2026. Draft report by 31 October 2026. Final report by 30 November 2026.
