The United States of America, acting through the Millennium Challenge Corporation (MCC) and the Government of Belize (the Government) have entered into a Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Belize in the amount of approximately One Hundred and Twenty-Five Million Dollars (US $125M) (MCC Funding). This request for information does not commit the Government to contract for any goods, works or services whatsoever. 2. The Program includes the following projects: The Energy Project, which is to reduce the wholesale cost of electricity in real terms; and the Education Project, which aims to improve Belizes secondary education and technical, vocational education and training (TVET) sectors. This RFI falls under the Education Project. 3. MCC requires that all beneficiaries of MCC Funding, including the Millennium Challenge Account Belize as the Accountable Entity (MCA-Belize), and any applicants, bidders, suppliers, contractors, subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCCs Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (MCCs AFC Policy) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. 4. The Millenium Challenge Account Belize is requesting feedback, input and comments from vendors, stakeholders, and other interested parties with experience and interest in the TVET sector in Belize to provide feedback, input, and comment on the viability, appropriateness, and content of the Terms of Reference (TOR) for Consultancy Services for the Training and Transitioning to Work Activity. Further information is provided in the Technical Dossier. 5. The TOR is included in the Technical Dossier that may be obtained by interested parties upon registration through the following link: https://forms.office.com/e/iGmKLPch4e?origin=lprLink 6. Interested parties are invited to provide comments, suggested edits, and input on the appropriateness and viability of the proposed activities to the TOR to support TVET reform in Belize. Responses should be submitted in writing, to

MCA-Belize will not respond to individual submissions but may incorporate feedback into the final TOR that could be part of a future solicitation. 8. This RFI is issued solely for information and planning purposes; no bidding document is available currently. This RFI does not constitute an RFx (Request for Proposal, Quotation or Bid) or a promise to issue an RFx in the future. Neither MCC, nor the Government, nor the MCA is seeking quotations, bids or proposals and shall not accept unsolicited quotations, bids or proposals if submitted. 9. All costs associated with responding to this RFI are solely the responsibility of the interested interested parties; MCA-Belize will not be responsible for any costs incurred in response to this RFI. 10. Not responding to this RFI does not preclude participation in any future RFx, if any is issued. 11. Submitted information shall not exceed three (3) pages.
