Expression of Interest for Supervision and Monitoring of Construction Works for Three (03) 250-Ton Storage Warehouses for the Léraba Plain Development and Enhancement Project. 1. The Government of Burkina Faso has obtained a loan from the African Development Bank (AfDB)hereinafter referred to as "the Bank"and from the International Fund for Agricultural Development (IFAD) for the Léraba Plain Development and Enhancement Project (PAVAL). It intends to use a portion of the funds granted under this loan to finance a consulting services contract related to the supervision and monitoring of the construction works for three (03) 250-ton storage warehouses. 2. The services to be provided under this contract include: Ensuring that all contractual and regulatory obligations of the contractor for each works contract are met; Updating the technical files and architectural plans for the warehouses, including updating the infrastructure specifications and dimensions; Providing on-site supervision and monitoring of these works; Producing periodic reports and specific technical reports as required within the scope of the assignment; Ensuring the environmental and social monitoring and supervision of the execution of the storage infrastructure construction works, in accordance with the contractual clauses; Assist each contractor in the preparation of as-built drawings as the works are provisionally accepted; Verify the contractual documents governing the works; Organize and chair site meetings, with the exception of supervision meetings; Review any claims submitted by each contractor and determine their validity; Produce monthly progress reports on the works; Produce a final report on the works. The Consultant (individual consultant) shall, in conjunction with the contractor(s), establish a work organization plan that enables the sequential handover of the planned infrastructure facilities. 3. The Director of Public Procurement at the Ministry of Agriculture, Water, Animal and Fisheries Resources (MAERAH) invites Consultants interested in this Expression of Interest to submit their applications to provide the services described above. The individual Consultant selected must meet the following profile requirements: Hold a university degree at the Masters level (BAC+5)specifically as a Building and Public Works (BTP) or Civil Engineerwith a specialization (evidenced by a diploma, certificate, or work attestation) in the field of environmental and social sciences; Possess at least eight (08) years of relevant general professional experience in the design, supervision, and quality control of building construction projects; Have led at least three (03) supervision and quality control missions for building construction or public works projects within the last five (05) years; Have completed at least two (02) missions involving the supervision and quality control of building construction or public works projects funded by the AfDB or other multilateral partners within the last five (05) years; Similar experience within the projects host country would be an additional advantage; Experience in environmental and social safeguards would be an asset. Interested consultants must submit information regarding their capacity and experience, demonstrating that they are qualified to perform the services (documentation, references for similar assignments, experience in comparable missions, etc.). 4. Expressions of interest files must include the following documents: A letter of expression of interest addressed to the Director of Public Procurement at the Ministry of Agriculture, Water, Animal and Fisheries Resources (MAERAH); An up-to-date, dated, and signed Curriculum Vitae (CV), including at least three professional references, and containing information regarding the Consultants academic background, experience, skills, and capabilities, demonstrating their qualification for the assignment; References for assignments previously carried out by the Consultant: Specifically, assignments involving the supervision and monitoring of building construction works. For each assignment, the Consultant must clearly provide at least the following minimum information: (i) the objective and scope of the assignment; (ii) the name, address, and contact details of the client; (iii) the name of the project and the funding agency; (iv) the country where the assignment was carried out; (v) the year of completion, including the start and end dates of the assignment; (vi) the contract value, and any other relevant information regarding the assignment performed; Copies of diplomas, work certificates, and certificates of satisfactory performance for similar services/assignmentsaccompanied by the cover and signature pages of the executed contractsattesting to the Consultants qualifications, experience, and competencies for the assignment. 5. The eligibility criteria, the establishment of the shortlist, and the selection procedure shall be in accordance with the *Procurement Framework for Bank Group-Funded Operations*, October 2015 edition, available on the Banks website at: http://www.afdb.org. An expression of interest by a consultant does not imply any obligation on the part of the Executing Agency to include the consultant on the shortlist. 6. The selection shall be conducted using the Individual Consultant Selection method, specifically through the comparison of at least three (03) CVs based on a shortlist of qualified consultants established following this Call for Expressions of Interest. The selection process shall be carried out in two (2) stages: 7. The stage involving the establishment of a shortlist comprising at least three candidates qualified for the assignmenti.e., those meeting the minimum requirements regarding academic qualifications and professional experience as set out in the Terms of Reference for the assignment; The stage involving the evaluation and comparison of the CVs of the shortlisted candidates in order to select the candidate deemed most qualified and best suited for the assignment. The candidate deemed most qualified for the assignment shall be ranked first following the CV evaluation and will be invited to submit a financial proposal for the purpose of contract negotiation.
