The Subject Of The Order Covered By This Procedure Are Successive Deliveries (As Needed By The Ordering Party) Along With The Unloading Of Crushed Aggregate Of The 4-31.5 Mm Fraction On Local Roads Indicated With Each Delivery By The Ordering Party, Located In The Biała Rawska Commune. A Detailed Description Of The Subject Of The Order Can Be Found In Annex No. 6 To Swz.2. The Ordering Party Does Not Allow The Submission Of Variant Offers Or Offers In The Form Of Electronic Catalogues.3. The Ordering Party Does Not Envisage Awarding Contracts Referred To In Art. 214 Section 1 Point 7 Of The Pzp.4 Act. A Detailed Description And Method Of Execution Of The Order Can Be Found In The Description Of The Subject Of The Order, Which Is An Annex To Swz.5. Names And Codes According To The Common Procurement Vocabulary (Cpv)14212200 – 2 – Kruszywo60100000 – 9 – Road Transport Services63110000 – 3 – Goods Reloading Services6. Justification For Not Dividing The Order Into Parts. The Value Of The Order Is Lower Than The So-Called Eu Thresholds That Oblige To Implement Eu Directives. Directive 2014/24/Eu States In Recital 78 That, In Order To Increase Competition, Contracting Authorities Should Be Particularly Encouraged To Divide Large Contracts Into Lots. The Contract In Question Is Not A Large Contract Within The Meaning Of Recital 78 Of The Above-Mentioned Eu Directive (The Directives Apply From The So-Called Eu Thresholds, And The Directive Uses The Concept Of A Large Contract In The Context Of Contracts Subject To The Directive - I.E. Contracts With A Value Significantly Exceeding The So-Called Eu Thresholds). The Order Was Not Divided Into Parts For The Following Reasons: A) The Subject Of The Order Is The Performance Of One Type Of Supplies. Separating Them Would Pose A Risk Of Organizational Problems That Cannot Be Eliminated, Related To The Responsibility For Individual Elements Of Deliveries Performed By Different Contractors. B) Dividing The Subject Of The Contract Into Tasks Would Pose A Risk Of A Significant Increase In Costs And Technological Difficulties Resulting From The Performance Of The Subject Of The Contract By A Larger Number Of Contractors. C) Contractors Would Duplicate Indirect Costs Of Work, Which Would Affect The Costs Of The Entire Subject Of The Contract. In Each Partial Offer, The Contractor Would Have To Assume A Separate Valuation Of The Use Of The Same Type Of Equipment In A Situation Where, When Submitting One Offer, The Contractor Would Price The Use Of The Equipment Once. D) Each Contractor Would Include Separate Costs Of The Third Party Liability Insurance In The Price, Which Would Increase The Level Of The Ordering Partys Expenses. E) In The Event Of Division Into Parts, The Contractors Would Duplicate The Costs, Among Others. Personnel Costs, Equipment Maintenance, Such As Insurance, Operating Costs And Fuel Costs, Which Would Have An Unfavorable Impact On The Ordering Partys Costs Of The Order. To Sum Up, The Orderi
