The City Management Cluster, Clean City Department, Of The Municipality Of Rotterdam, Contracting Authority, Has A Tender For The Digital Inspection Of (Litter) Waste. In 2022, The Contracting Authority Carried Out A Proof Of Concept (Poc) In Which Photos Of The Outdoor Space Were Taken In Collaboration With A Contractor. These Photos Were Then Sent To The Servers Of The Contracting Authority. The Contracting Authority Had Developed An Algorithm That Can Recognize Litter In Outdoor Areas In The Photos. A Dashboard Showed How Polluted An Area Was. The Aim Now Is To Also Be Able To Detect Bulky Litter In Outdoor Areas. The Contracting Authoritys Wish Is To Eventually Also Detect, For Example, Dog Feces, Weeds, Fine Litter, Etc. In Preparation For This European Tender, The Contracting Authority Has Conducted A Market Consultation In Order To Carry Out A Realistic Tender. The Aim Of This Market Consultation Was To Gain Insight Into Points Of Interest When Inspecting Litter And The Opportunities Offered By The Market. This Concerns A Retender, Which Was Previously Published On October 14, 2025 With The Same Reference And Ted Number 675360-2025. The Provisional Award Was Withdrawn On March 2, 2026. Unfortunately, The Contracting Authority Has Had To Conclude That It Has Not Been Sufficiently Transparent In The Tender, Which Has Given Tenderers The Impression That They Could Possibly Achieve The End Result In A Different Way Than What The Municipality Had In Mind: Equipping Six Vehicles With Devices. If The Contracting Authority Were To Maintain Its Award Intention, The Municipality Would Not Receive What It Had In Mind When Issuing This Tender.
