Given The Reason And Objective Of This Tender, The Province Of Utrecht Intends To Conclude A Framework Agreement With One Contractor For The Supply Of A Digital Platform (Software-As-A-Service Solution) And Associated Services To Facilitate And Support The Entire Process Surrounding The Hiring Of External Personnel. The Assignment Includes Making The Digital Platform Available And Providing Support Services That Are Necessary To Ensure That The Hiring Process Is Efficient, Transparent And Lawful. The Digital Platform Functions As A Central Environment In Which Applications For Temporary Hiring Are Published And In Which Suppliers And Self-Employed Persons Can Register And Register For Assignments From The Province Of Utrecht Free Of Charge. The Contractor Is Responsible For The Management, Maintenance And Availability Of The Platform During The Term Of The Framework Agreement. See Section 2.5 Guidance. Based On The Current Estimate, The Province Of Utrecht Expects To Place Approximately 200 To 225 Hiring Orders Annually Via The Digital Platform To Be Contracted And The Associated Services. This Indication Is Solely Intended To Give The Contractor An Idea Of The Expected Volume And May Fluctuate During The Term Of The Framework Agreement. The Quantities Mentioned Do Not Constitute A Purchase Obligation And No Turnover Guarantee Is Provided. The Contractor Cannot Derive Any Rights From This. In Addition To The Above Estimate, Unforeseen Circumstances Are Taken Into Account. The Maximum Ceiling Value Of The Framework Agreement Is Set At € 1,400,000. When This Maximum Ceiling Value Is Reached, The Framework Agreement Loses Its Effect And Assignments Can No Longer Be Issued Under The Framework Agreement.
